CCG is headquartered in Ottawa, Ontario and is the responsibility of the federal Department of Fisheries and Oceans.
CCG maintains a number of major bases and operating locations/stations on the Atlantic and Pacific coasts, as well as in the St. Lawrence River, Great Lakes and major navigable inland waterways such as Lake of the Woods, Lake Winnipeg, and Great Slave Lake/Mackenzie River.
From the 1960s-1990s, CCG did experiment with painting primary SAR vessels in a colour scheme with a yellow superstructure and red hull, meant to distinguish them from navaid tenders and icebreakers, and also to improve their visibility on the open ocean with a breaking waves environment.

One of the type 1050 light icebreaker/navigation aids tenders of the Canadian Coast Guard, the C.C.G.S. Samuel Risley was launched at Delta, B.C. in July 1985.
The Samuel Risley was named after the 19th century steamboat inspector who was largely responsible for vastly improving ship inspection and safety procedures thus ushering in a new era of steamboat safety in Canada.

As a crewmember on the CCGS Ann Harvey, he participated with the RCMP in the seizure of 26.5 tons of contraband at Deep Harbour and was directly involved in the recovery of exhibits.
He was on the CCGS Ann Harvey, Sir John Franklin and Henry Larsen which involved extremely stormy conditions and participated in numerous search and rescue cases, particularly during the annual seal hunt.
As a result, the concept of building the CCGS Earl Grey and CCGS Samuel Risley was born.

 SPRING ICEBREAKING OPERATIONS IN THE GREAT LAKES
Parry Sound is the home port of CCGS Samuel Risley, a vessel which is now required to conduct icebreaking operations throughout the Great Lakes in order to facilitate maritime trade, to assist in the prevention of flooding due to ice jams, and to ensure the safety of vessel traffic along commercial shipping channels.
Although all precautions are being taken, fractured ice may become hazardous and unstable, and may create a danger for anyone in the area.

He was promoted to bosun in 1967 and served in that capacity on several vessels until he became bosun of CCGS Edward Cornwallis in 1976.

A Coast Guard icebreaker was closing in yesterday on the location of the Cessna 208B Caravan that plummeted into the icy depths of the lake.
The Samuel Risley will remain on the semi-frozen lake, scanning the bottom with a remote-controlled camera, for at least the next 48 hours, weather permitting.
The Risley, which will be used as the divers' platform during the next two days, draws about 5.2 metres of water and was moving slowly to ensure it didn't disturb the plane, said Essex County OPP Insp.

Search and recovery divers aboard the CCGS Samuel Risley pulled the wreckage of doomed Georgian Express Flight 126 out of Lake Erie's frigid water Thursday evening and with it recovered the bodies of all 10 people killed when the Cessna plane crashed shortly after takeoff from Pelee Island around 4:30 p.m.
The plane, with the bodies inside, was to be transported to Windsor last night, where the bodies were to be removed under the direction of coroner Dr. Tom Wilson.
A crane aboard the Risley, a Canadian Coast Guard icebreaker, pulled the wreckage -- which held all 10 bodies and both dogs -- from the water.

 Icebreaking Program
The purpose of the ice breaking program is to keep shipping channels and ports navigable during winter shipping season, to prevent flooding (caused by heavy ice build up on the St. Clair River) and to escort freighters when transiting our frozen lakes.
Being at the most southerly point of Ontario, the Amherstburg base is strategically located for this purpose because it is the last area to freeze and the first area to thaw.
The main ice breaking vessels that operate in the Great Lakes and rely on support from the Amherstburg base are the CCGS GRIFFON and the CCGS SAMUEL RISLEY.

The U.S. Coast Guard intends to break ice in the lower end of the West Neebish Channel from Mud Lake Junction Buoy to Sawmill Point beginning the 20th of March and will open the entire West Neebish Channel (above the Neebish Island Ferry Crossing) the 22nd of March.

Coast Guard officials expect some difficulty from large expanses of deteriorated ice packed by Tuesday's heavy gales into channel stretches below Lime Island, even though the breakout as a whole is expected to be relatively easy by March standards.
