CCLRC has specialist technical facilities and infrastructure that lend themselves to a unique role in training, particularly at the technical and the postgraduate levels, and is already active in CASE and other studentship schemes in collaboration with universities.
CCLRC will also be considering where it can respond to the recent Lambert[8] and Innovation[9] Reviews, again in collaboration with universities and industry, to their mutual benefit, and to the benefit of the UK economy.
CCLRC should take on the role of positioning the UK so as to be able to contribute to and benefit from close engagement with the new approaches to large facilities being adopted in other European countries and beyond.

CCLRC is now responsible not only for access to national neutron, synchrotron and laser facilities, but for UK investments in similar facilities that are the subject of international partnerships and located overseas.
We recommend that the CCLRC calculates a cash value for the time on large scale facilities that departments can use in their submissions to the 2008 RAE and that the funding councils provide a clear indication of how such time is to be taken into account in the award of funding based upon the RAE.
Where CCLRC perceives industrial training to be lacking is not in the 'hands-on' use of the facilities for industry, but in awareness of the potential benefits of research using the facilities for solving industrially relevant problems.

The Council of the Central Laboratory of the Research Councils (CCLRC) is a UK government research organisation that provides access to large facilities for UK science and technology research.
In 1994, when the interoperability of the Web was under threat from commercial interests, CCLRC were active in the establishment of the World Wide Web Consortium (W3C) to facilitate common standards for the Web to be used by manufacturers in order to meet user requirements, and was one of the first 20 members.
CCLRC is a member of the ERCIM EEIG which has acted as the European host for W3C since 2002, being responsible for all W3C activity in Europe, Africa and the Middle East.

The relationship of the Research Councils and CCLRC as customer and supplier has proved to be sub-optimal and should be changed to a Strategic Ownership model, in which CCLRC is reconstituted as a Limited Company under the joint ownership of the grant awarding Research Councils.
One consequence of adopting this regime may be a need to split the current CCLRC income stream into 'planned funding' associated with the fixed costs of facility operation, and income from users to cover the marginal costs of use for individual projects.
A regime which provides greater flexibility for CCLRC to retain income, borrow and invest would be beneficial in allowing CCLRC to manage its cashflow, plan for major new developments and would provide incentives for restructuring when existing facilities reach the end of their productive lives.

This report represents the outcome of a five-yearly governmental review process and outlines ways in which the CCLRC can be strengthened to promote greater value for money for a major element of the UK's investment in science.
One of the more significant recommendations of the review was that the CCLRC, established by Royal Charter under the Science and Technology Act 1965, should remain a Non-Departmental Public Body (NDPB) and a Research Council, participating fully in the activities of Research Councils UK.
The CCLRC is one of the UK's seven Research Councils that provide the support required for university science and engineering research programmes.

To ensure that the UK project spokesperson for a project has access to the approved resources to enable delivery of that project it is recommended that the staff resources for approved projects are ring fenced within the single 4 year rolling grant held by each experimental particle physics group.
The majority view of the community was that they wished CCLRC to continue to administer the non staff resources (travel, equipment, cost of ED/ID effort) on behalf of the approved projects.
Each institution / CCLRC participating in a project will have provided to it its part of the profiled, itemised Full Cost of the project (with the exception of contingency) as agreed by the UK Spokesperson, together with a statement or specification of the activity to be carried out.

Some of the projects initiated by CCLRC will require shielding to ensure that employees, visitors, trainees, contractors and members of the public near the perimeters of the CCLRC sites are not exposed to significant ionising radiation hazards.
Shielding is one of the most important protective features used to ensure radiation safety and this policy refers to the shielding design requirements for new projects, equipment and existing shielding that is to be modified.
In cases where the whole body exposure is not the limiting factor, the annual equivalent dose received by persons at CCLRC sites will be restricted to less than 5, 15 and 15 millisievert for the lens of the eye, skin and extremities respectively.

 Integrative Biology at CCLRC
E-Scientists in the UK from the CCLRC e-Science Centre, Leeds and UCL are working with these numerical physiologists to develop an e-Infrastructure that facilitates the collaborative development of these codes and a secure exchange of research results.
A metadata catalogue based on the CCLRC Scientific Metadata Format with extensions from the UK myGrid Project provides the information and annotations necessary to make the data accessible for reuse and sharing with fellow researchers.
The methodologies being employed are based upon those developed for generic visualization on the Grid as part of the CCLRC e-Science Centre's core activity (http://www.e-science.clrc.ac.uk/web/projects/ gaptk/) and libraries from the eViz and RealityGrid projects.
