CD-ROM - Wikipedia, the free encyclopedia
CD-ROM drives are rated with a speed factor relative to music CDs: 1x or 1-speed which gives a data transfer rate of 150 kilobytes per second in the most common data format.
CD-ROM drives—now almost-universal on personal computers—may be connected to the computer via an IDE (ATA) interface, a SCSI interface or a proprietary interface, such as the Panasonic CD interface.
Some of the initial versions of CD Drives had a mechanism different from the tray or slot loaders of modern day drives.

ATAPI CD-ROM Drive Roundup - Introduction
This is when a drive starts reading a CD in a CAV-fashion at the inner tracks, then when it reaches a specified speed, reverts to CLV for the remainder of the CD.
Because the inner tracks of a CD are much smaller than the outer tracks, a CAV drive will have slower read rates at the inside of a CD than at the outer edge.
CLV drives, however, vary the spindle motor's RPM according to where on the CD the information is being read.

 CD-ROM drive - Glossary - CNET.com
Since the audio CD standard calls for data transfer of 150 kilobytes per second (KB/sec), all CD-ROM drives can handle this speed, and most can manage 2X (double-speed, or 300 KB/sec) or 4X (quad-speed, or 600 KB/sec) rates.
There are also 6X (900 KB/sec) and even 8X (1,200 KB/sec) drives, but since most CD-ROM titles are squarely aimed at transferring data within the 2X/4X bandwidth, you'll usually not see much advantage to drives with higher transfer rates than with a 4X drive.

Due to several manufacturers having different standards for their drives, most sound cards now have more than one jack for the CD audio cable, and they may not be all different physically, so they can be confused for one another.
For example, if there was already a device on the channel when you attached this drive, make sure you have not pulled the cable loose by mistake (which is common, because the connectors don't fit very tightly on many systems).

DVD-ROM drives can store up to 4 GB of data or about 6 times the size of a regular CD (not sure on the exact size, but suffice to say it's a very large storage medium).
However, when you consider CD-ROM drives are generally used just to install a program or copy CDs, both of which are usually done rarely on most users' computers, the extra speed isn't usually very important.
CD-ROM drives are necessary today for most programs.
