Historically, counties and towns or townships were what is sometimes known as "general-law" municipalities, in that their powers and organization were narrowly prescribed and controlled by the state legislatures.
Anyhow, townships (and towns in WI and the NE), often cover fairly large geographic areas, and sometimes include a mix of rural areas, urbanized areas adjacent to other larger incorporated municipalities, and small communities that often have an identity apart from the larger enclosing town or township.
I also think that perhaps all the Hawaiian CDPs should mention that in the title to explicitly suggest that the data in the article may refer to an area that is larger or not the same as the community or communities that the CDP is named after.

 Places Cartographic Boundary Files Descriptions and Metadata - U.S. Census Bureau
CDPs are delineated to provide data for settled concentrations of population that are identifiable by name but are not legally incorporated under the laws of the state in which they are located.
CDP boundaries may change from one decennial census to the next with changes in the settlement pattern; a CDP with the same name as in an earlier census does not necessarily have the same boundary.
If CDP names are duplicated within a state and they represent distinctly different areas, a separate code is assigned to each CDP name alphabetically by primary county in which each place is located.

Census designated places (CDPs) are closely settled, named, unincorporated communities that generally contain a mixture of residential, commercial, and retail areas similar to those found in incorporated places of similar sizes.
The Census Bureau does not intend for a CDP to be an apartment complex or residential subdivision in densely settled areas or simply a crossroads in rural areas.
A CDP may not be located in more than one state, nor may a CDP cross the boundaries of American Indian reservations (AIRs), American Indian trust lands, or a Tribal Jurisdiction Statistical Areas (TJSA)s.

This pattern has been repeated in other print media, radio, and television, but since the 1970s all of the television stations and most of the FM radio stations have chosen to transmit from Cedar Hill so as to serve the entire market, and are programmed likewise.
A recent phenomenon seen most clearly in the DFW market has been the rise of "80-90 move-ins", whereby stations have been moved from distant markets, in some cases as far away as Oklahoma, and relicensed to anonymous small towns in the Metroplex to serve as additional DFW stations.

The Cochituate CDP saw its population of 6,800 drop by 33 percent during the day, the steepest decline in the communities studied in Boston's western suburbs, according to the analysis, which was based on the 2000 Census.
At the other end of the spectrum, the Westborough CDP saw its population increase by 59 percent during the day, the largest increase in the communities studied.

Although many New England towns were distinctly rural throughout and others contained densely populated areas, the Census Bureau considered all towns of 2,500 or more inhabitants as urban.
Since most New England towns of 2,500 or more were densely population, however, the Bureau argued that the definition did not greatly exaggerate the urban population.
As a result, 12 towns in New Hampshire, 56 towns in Massachusetts, and 8 towns in Rhode Island were considered rural that would have been considered urban under the 1920 definition.

 Participant Statistical Areas Program
The purpose of the CDP program is to identify and delineate boundaries for closely settled, named, unincorporated communities that generally contain a mixture of residential, commercial, and retail areas similar to those found in incorporated places of similar sizes.
It is not the intent of the CDP program to identify apartment complexes and residential subdivisions in densely settled areas or small crossroads in sparsely settled or rural areas.
Two parts of a CDP, however, may not be separated by a body of water over which there are no bridges or ferry connections, with the exception of small islands located in a lake or river within or adjacent to the main body of the CDP.

The sum of the communities will not equal the town totals in many instances because a village(s) and/or CDP(s) crosses town boundaries and is therefore listed in both towns.
For example, the Hauppauge CDP is split between Islip Town and Smithtown Town.
The demographic profile data is not available separately for the Islip part of Hauppauge and the Smithtown part of Hauppauge but the data for the total Hauppauge CDP has been included in both the Islip Town and Smithtown Town files.

 Census 2000 Information
Such EEO Areas include: (1) combinations of contiguous areas within a state, such as counties or parts of counties, (2) cities or places of at least 50,000 persons, and (3) the "balance" or remainder of a county after an EEO Area has already been defined from it.
As an example, Hartford County, Connecticut is split into six separate EEO Areas; five of these are specific towns, cities or CDPs (Census Designated Places), while the sixth area encompasses all the remaining portions of the county.
Note that data for a specific single county may no longer be available; EEO Areas from more than one state may need to be combined to create the desired area; and some of the 1999 revised Metropolitan Statistical Areas do not match previously-used definitions.
