		For Canadians, the "CEPT amateur radio licence" takes the form of a permit issued by Radio Amateurs of Canada, and is drafted in English, French and German; it is valid outside Canada only, for the duration of their temporary stays in countries having adopted the Recommendation*, and within one year of the date of issue.
		A separate CEPT Permit is available, which when accompanied by the valid amateur radio certificate of the holder, will be authorize the holder to operate an amateur radio station in any of the CEPT countries listed below.
		CEPT Recommendation T/R 61-02 was revised on Mach 6 2001 to reflect changes in amateur qualification requirements in the CEPT countries.

		CEPT supports the proposal that the only categories of authorisations to be identified and specifically regulated should be those involving the assignment of individual rights for the use of scarce resources (frequencies, numbers, rights of way, etc.).
		CEPT is of the opinion that, for radio services and applications, it should be clearly stated that no usage of radio spectrum shall be allowed unless it is previously identified to fall under a specific category for which general authorisation or individual licence is required, and to meet all the relevant conditions.
		CEPT also offer the most relevant forum in order to discuss this point with the EC, taking into account that the issue is already being discussed in the framework of DSI process, where results are expected for the beginning of 2000.
