Also, remember, the objectives for the CEV are a good deal more ambitious than they were for the Apollo module.
I suppose it is possible to shift some of the oxygen and fuel stores from inside the CEV out to the service module which now has only the RCS thrusters, the main rocket engine, the fuel needed to send it back to earth, and the solar cell array.
The only real excuse for downsizing the CEV is for that inevitable day when they realize that the CLV is not going to be able to be built for anywhere near the costs envisioned and that they will have to back up and use the EELV heavy birds.
