 Decision CRTC 89-768
In addition to CFPL-TV London, the prospective purchaser is the licensee of radio stations CFPL and CFPL-FM London.
As discussed with CFPL at the hearing, and consistent with the Commission's policies reiterated in Public Notice CRTC 1989-109 of today's date, the amount of $2,750,000 cannot be accepted as a significant and unequivocal benefit of this transaction because these expenditures would be contingent upon Commission approval of future applications.
Moreover, CFPL failed to convince the Commission that the efficiencies associated with a larger economic entity would, as claimed by the applicant, result in "enhanced service to viewers throughout the area and, indeed, across the country".

 Decision CRTC 99-305
The Commission notes that Shaw's applications to acquire the assets of CFHK-FM, CFPL and CFPL-FM fall within the scope of the policy on the common ownership of radio stations established in Public Notice CRTC 1998-41, Commercial Radio Policy 1998.
Further, the Commission approves the applications by Shaw Radio Ltd. (Shaw) for authority to acquire the assets of CFPL and CFPL-FM London and CFHK-FM St. Thomas from Blackburn, and for broadcasting licences to continue the operations of these undertakings.
According to this policy, in markets with less than eight commercial stations operating in a given language, a single licensee may be permitted to own or control as many as three stations operating in that language with a maximum of two stations in any one frequency band.

Ohio Media Watch: Ashtabula - The Small Market Radio Capital of Northeast Ohio?
As NERW's Scott Fybush pointed out, putting an FM on in that section of the band along the Lake Erie coastline is quite a squeeze, considering the monster signal pushing across the lake from rocker "FM 96", otherwise known as CFPL-FM/95.9 London, Ontario, Canada.
Unlike the Erie attempt, the Ashtabula allocation for 96.1 FM is officially on the books, though Puopolo hasn't yet applied to put a station on there.
OMW stumbled upon this allocation from the FCC earlier this year...granting a move by long-time broadcast engineer Dana Puopolo to add a class A allocation on 96.1 FM in Ashtabula.
