CHOGMs have been held biennially since 1971, prior to that there were irregular summits since the British Empire began.
CHOGM is praised by the diplomats and politicians as a chance to talk informally and in secret about mutual concerns, being those things that concern their class; the ruling classes of all countries.
The countries present at this years CHOGM all shared, as was pointed out in various demonstrations, a common history of colonisation by Britain (with the exception of Britain itself).

So on the face of it CHOGM is an old boys' club whose relevance should have died with the British Empire but in its workings it does provide a level of stability for smaller nations and a framework for dealing with sticky situations like the crisis in Zimbabwe.
Maybe the member nations already have their CHOGM agreements drawn up before negotiations get underway or are they trying to convince those still wavering to sign on the dotted line.

The CHOGM, which is held every two years, was originally scheduled for last October, but was postponed because of the September 11 terror attacks.
CHOGM media officer Terry Walls told CNN Thursday that there would be a Zimbabwean delegation at CHOGM and Mugabe had been invited, but organizers had yet to receive a confirmation or refusal.

The CHOGM decided not to take any action against Zimbabwe until after the election, in which President Robert Mugabe faces the toughest challenge yet to his two-decade rule from Movement for Democratic Change (MDC) leader Morgan Tsvangirai.
However, the CHOGM statement, in light of such reports of human rights abuses, has left the way open for sanctions and the suspension of Zimbabwe from the Commonwealth.

Whilst this year’s CHOGM will be looking at what the Commonwealth can, and should, do in the future, we should not forget the Commonwealth’s proud record of achievement to date.
I consider it a great honour for Australia to be able to play a central role this year as host and Chairman of the 2002 CHOGM and support its work.

So am I. The experience of the recent CHOGM in South Africa, however, unfortunately showed clearly that Canberra would not be able to meet the considerable logistic demands for a meeting of this size.
The sheer size of the modern CHOGM and the space, accommodation and other requirements necessary to stage a successful meeting place a huge demand on the resources of the host city.
It was also evident after Durban that Commonwealth leaders wanted to streamline arrangements for CHOGM, in particular to place greater emphasis on the retreat element of the meeting, with a minimum of extra travel.

Abuja CHOGM 2003 will open with a public ceremony, where the Head of the Commonwealth, Her Majesty Queen Elizabeth II will present an address.
They may issue a Declaration at the conclusion of their retreat on 7 December and a final Communiqué at the conclusion of CHOGM on Monday, 8 December 2003.
A cultural event is being planned by the British Council Nigeria on December 7, 2003 as part of activities to commemorate the CHOGM.
