The size of the fl budget and the CIA activities used to generate funds for it, point to a vast secret network of projects that is funded outside of the normal Congressional appropriation process.
It is worth repeating that the CIA is legally authorized by Congress to transfer, “without regard to any provisions of law”, funds from other government agencies for the generation of a fl budget.
Thus the CIA generates the fl budget that in turns transfers these funds to projects that are institutionally located in the military intelligence and special operations units of the DoD.

This bill amends the CIA Act of 1949 by allowing for the deployment of CIA agents in local police precincts and the deployment of local police to the CIA.
Given these norms of CIA operations why should we as citizens and residents of the US believe that the CIA could or would operate within the mandated boundaries of our civilian police forces where protecting civil rights is as important as fighting crime.
The stationing of CIA agents throughout local precincts in New York City, given the para military tactics of this agency, clearly does not belong in a domestic, law enforcment context.

The legal bases for the CIA's policy derive from several statutes -- the National Security Act of 1947, the CIA Act of 1949, the GAO Act of 1980, and the Intelligence Oversight Act of 1980.
Specifically, CIA limited GAO access to CIA information under the DCI's authority to protect intelligence sources and methods pursuant to the National Security Act, and under the DCI's unvouchered funds expenditure authority contained in the CIA Act of 1949.
Under the GAO Act of 1980, the Comptroller General and GAO were given broad authority to audit, investigate and evaluate government programs, especially the receipt, disbursement and use of public money.
