The functions of this position were served by the Deputy Director of Central Intelligence (DDCI) until that position was abolished under the Intelligence Reform and Terrorism Prevention Act of 2004.
Note: The office of Deputy Director of Central Intelligence was separated into the offices of Principal Deputy Director of National Intelligence and Deputy Director of the Central Intelligence Agency.

A former Marine is being considered for the number two spot at the CIA, a move former intelligence officers say brings one of the agency’s finest covert operatives back into an organization badly in need of a morale boost.
At a May 8 White House briefing on the nomination of Gen. Mike Hayden as the new CIA chief, Director of National Intelligence John Negroponte announced Steve Kappes as the “leading contender” for the CIA’s deputy director position.
Kappes, who formerly served as the agency’s deputy director for operations — which manages spying and clandestine activities — joined the Marine Corps in 1976 and served as an infantry officer for five years until he was recruited into the CIA in 1981.

McLaughlin assumed leadership of the agency earlier this year after George Tenet stepped down as director amid a raging controversy over the failure to find weapons of mass destruction in Iraq, or to anticipate the fierce insurgency that took root after the US invasion of Iraq in 2003.
His first pick for the executive director's slot, Michael Kostiw, turned down the job following reports he had left the CIA under a cloud in the 1980s over shop-lifting charges.
