But in this civ, you can't avoid war for EXACTLY the reason you said: settlers with their heavy defensive military chaperone plops their damn rucksack down in the middle of your empire and proceeds to be a thorn in your enraged side.
I have had civ 3 for a few weeks (I am have always been a bit slow obtaining the lastest games) and I must admit I have been quiet pleased with the development of this remarkable game.
Anyway, just a short message to all those people out there whinning and complaining about CIV III, shut the hell up, if you dont like it, thats your opinion, you are in title to that opinion, but do you need to harp on about it....if you hate it that much leave us die-hards alone...

The specific need to "promote" ideas, is not just to spread them, but to advance them to the people who can act on them-- the executive leadership, governing authorities, etc. These are familiar practices to anyone involved with committees or boards.
If the technology is set up in such a way that the vast majority of members "lurk"-- that is, watch from the sidelines-- it's not engaging the community enough.

AI civs are ordinarily willing to trade early; once they've traded with another civ, though, they're less likely to trade with you, or you may have nothing they want.
Any civ that doesn't use the PDS technique should be far behind in population by 1000 BC, and will have to attack you to have a chance of winning.
Also, when you first locate a foreign civ, build new cities ever closer to it; the land in the other direction may be available later, but the land between the two civs will go to the first to occupy it.

There are a couple of things I liked in Civ III (particularly the ability to subvert enemy cities, and some of the other more nuanced non-combat features like trade and diplomacy) but after a few weeks I uninstalled it and went back to Civ II.
I doubt Civ IV (cIV?) will have that feature, but if they manage to find the same ratio of fun to complexity they had in Civ III, I will be a happy purchaser.
I thought Civ III was fantastic, and often reinstall it for the odd epic game.

Up until now I haven't had a good "water-based" civ for these epochs, and I've noticed that my land-based civ for the same epochs seems a little ill matched against any civ with a couple of good water bonuses.

One thing that first surprised me when playing Civ III is the changed interface of planes: Recon missions, bombing runs, etc.
Unlike in civ I and II where the planes could move (but had to reach a city within a certain number of turns for refueling)
While I was working on creating an airplane unit, the E-3 Sentry, I needed a way to make the planes move over land.

it feels like there is a 'luck' variable that each civ in the game has, and this constant plays a role in every battle.
However, if you wait until the 1800's to 1900's to destroy the other civ's, your score is usually less than 800.
Then, start building military units, and destroy all the civs on the same continent as you (obviously you won't be able to do this on a Pangaea map, so try an island one).

The other civ (if its not also phoenny...) should prolly be a civ w/ both bronze and iron strength, hittite is the premier choice, minoa (usually only with water), or egypt also work.
And since the civs u mentioned are both iron civs, a descent opponent would rush the hell out of u.
Egypt and sumerian would die horribly, a combination of a slow civ (egypt) and a bad slow civ (summie) is not a good thing.
