This construction is administrated by the Director General of Bureau of Taiwan High Speed Rail of the Ministry of Transportation and Communications, which oversees the construction of high speed rail as well as MRT systems (except Taipei and Kaohsiung) in Taiwan.
This MRT route was originally planed to be constructed through a BOT (build, operate, and transfer) process.
It was auctioned to Evertransit International Development Corp. (長生國際開發), a subsidiary of Ever Fortune Industrial Co. (長億實業), in 1998.

The Kaohsiung Mass Rapid Transit System (Traditional Chinese: 高雄大眾捷運系統; also known as the KMRT) is a metro system currently under construction in the metropolitan area of Kaohsiung, Taiwan.
A scandal in 2005 involving alleged inhumane treatment of Thai migrant workers and improper kickbacks to politicians has tainted the public confidence in the construction of the system and prompted a diplomatic incident involving the Thai Prime Minister asking the migrant workers to return to Thailand.
The scandal prompted the resignation of a Taiwanese cabinet minister, Chairperson of the Council of Labor Affairs Chen Chu.

 Hitachi Signed Contract for Airport Access MRT System in Taiwan : HITACHI
Hitachi, Ltd. made successful bid for the Electrical and Mechanical systems of Taipei CKS International Airport access Mass Rapid Transit (MRT) System, in cooperation with Marubeni Corporation and Kawasaki Heavy Industries, Ltd. This contract was signed off on 12 January 2006.
After the commercial operation, the MRT will connect Taipei city central and CSK International Airport within 35 minutes.
In addition to these rolling stock projects, the new contract for the substation on the Airport access MRT line expands Hitachi's railway system business field in Taiwan.

The EandM system budget is NT$25.49 billion, and the Notice to Proceed was issued on February 27, 2006.
