In the News (Wed 30 May 12)

  Confederation of National Trade Unions
Convinced that the bourgeoisie dominated the state and that workers were inevitably in conflict with this economic power, the leaders argued for the replacement of capitalism by democratic socialism.
In 1972 the CNTU persuaded the Québec Teachers Corporation and the public sector workers of the Québec Federation of Labour to join it in a common front for negotiations with government.
In 1996 the CNTU consisted of 2178 local unions, divided into 9 sectoral federations and 13 regional central councils with a total membership of 230 205.

CASE No. 1743/CANADA (1994): Complaint against the Government of Canada presented by CNTU
The CNTU maintains that the new time periods imposed by the Labour Code of Quebec are clearly unreasonable in the light of the principles laid down by the Committee itself, in particular in Cases Nos.
The CNTU considers the proposed periods to be excessively long in the light of the principles laid down on this subject by the Committee on Freedom of Association.
According to the CNTU, these amendments entail infringements of the principles of freedom of association because they may incur unreasonable waiting periods, in particular for assessing the representative character of unions, the possibility of affiliating to another organization, the creation of unions dominated by the employer and collective bargaining.

Quebec unions shelve plans for one-day strike
Predictably, the leaders of the Quebec Federation of Labor (QFL), the Confederation of National Trade Unions (CNTU) and the CSQ (Centrale des syndicats du Québec) are blaming each other for the scuttling of the mass protest.
The CNTU said it would have to “rethink everything” (“toute revoir”) after the leadership of the QFL, the province’s largest union federation, made clear it has no intention of acting on the strike threat.
From the outset, the QFL, CNTU and CSQ leaders made clear that what they envisaged by a general strike was a protest writ-large, not a political challenge to the Liberal government.

Mass protest against Quebec government's demolition of public and social services
For its part, the CNTU leadership offered demagogy and bluster, the better to conceal its own complicity in the ruling class assault on public and social services and its continuing overtures to the Liberal government.
CNTU Vice-President Roger Valois, the opening speaker, reeled off a series of insults, proclaiming Premier Jean Charest to be “a bigger asshole than Duplessis,” the authoritarian, conservative French-Canadian nationalist who was Quebec Premier for 20 years between 1936 and 1959.
CNTU President Claudette Carbonneau claimed that if the rank and file mobilized for a December 11 day of protests, the government’s big business allies would soon be pressuring the premier to change course.

In particular, the CNTU and QTC now proposed a socialist agenda for Quebec and called on Quebec workers to create a new labour party.
The presidents of the CNTU, QFL, and QTC were charged and convicted for urging their members to defy court injunctions ordering them back to work.
The CNTU faced internal challenges when a group of its more conservative members split from the federation to form their own union central.

 ILOLEX: English display cgi
In its communication of 12 March 1990, the CNTU alleges that the Act respecting the maintenance of essential services in the health and social services sector (the so-called "Act No. 160"), adopted on 11 November 1986 by the Government of Quebec, is a serious infringment of trade union rights and international Conventions ratified by Canada.
According to the CNTU, this essentially repressive Act is solely intended to penalise non-respect of the Act on the negotiation of collective agreements in the public and parapublic sectors (the so-called "Act No. 37").
Finally the CNTU expresses the hope that an ILO mission should be sent to Quebec to meet the CNTU and the other trade union organisations which are subject to the effects of Act No. 160.

The claimant was financing the labour dispute by being a member of the union and contributing to the strike fund, and is therefore subject to disentitlement under section 44(1) of the Act.
Because so many different trades were involved at the firm where the appellant was employed, the workers were divided into two groups: in the first group, terms and conditions of employment were governed by a collective agreement, while in the second they were governed by the provincial decree respecting the construction industry.
It is true that it was the appellant's choosing to belong to the CNTU that had this regrettable result, but it was his own choice.

The Militant - January 22, 2001 -- Union militants fired by Quebec truck bosses
Uniting independent operators, company employees, and truckers hired by employment agencies, the truckers demanded recognition of their union--the Syndicat National du Transport Routier, an affiliate of the Confederation of National Trade Unions of Québec (CNTU)--and the negotiation of a contract providing some relief from their difficult working conditions and desperate financial situation.
In face of a determined walkout, the Parti Québécois government of Prime Minister Lucien Bouchard introduced strike-breaking legislation that was adopted unanimously by the Quebec National Assembly November 2.
The big-business media focused on the fact that Teamsters union members who are truckers at the port were crossing the picket lines.

Speaker, today is the first day of the convention of the CNTU, one of the major labour confederations in Quebec.
The Bloc Quebecois would like to stress the importance of that event, because the CNTU has contributed over the years to fostering co-operation between all economic agents, and to consolidating collective values in Quebec.
Since co-operation and joint action are required if we are to succeed in an economy where competition gets stronger by the day, the Bloc Quebecois praises the CNTU for its efforts in that direction and reminds the Minister of Human Resources Development that social contracts are not negotiated unilaterally, but collectively.

In the past, the CCCL fought against the exploitation of labour working in unsafe plants, fought the corruption and complacency of political leaders facing revolting situations and firmly opposed the American domination of the labour movement and the economy.
Today, the CNTU maintains with as much earnestness that it is necessary to bring about political, economic, social and labour changes in order to improve the well-being of its members and of the population in general.

This process reached a new height in 1996-97, when the QFL, CNTU and CSQ all endorsed the former Parti Québécois regime’s making a “zero deficit” Quebec’s principal priority, thus supporting massive cuts in social spending.
For them the current wave of protests is not the beginning of a political counter-offensive of the working class.
Earlier this week CNTU President Carbonneau pleaded with Charest to play what she called the premier’s traditional role of social “arbiter,” while making clear she is vehemently opposed to any challenge to his government’s right to rule—that is to impose the dictates of big business.

The Quebec Federation of Labour (QFL) moved from being a modest provincial body to a labour body at the centre of decisions on bargaining and the political direction of its affiliates.
The Catholic-based central union dropped its religious ties, establishing the primarily public sector-based CNTU (Confederation of National Trade Unions).
Though its competition with the QFL would later become bitter, the two centrals brought a new dynamism to the Canadian labour movement.
