COMSEC material accepted by the Government that has been entered into the CMCS on a previous transaction is considered GFP material, e.g., material returned to the contractor for rework, material accepted by the Government and picked up by the contractor on a possession report.
Equipments received in sealed shipping cartons that have not been opened or do not exhibit signs of tampering may be receipted for without physically sighting the material on the inside as long as the label on the carton agrees with the transfer report; if not, the contents must be physically inventoried.

 SUBJECT: Communications Security (COMSEC) Equipment Maintenance and Maintenance Training
COMSEC equipment used solely for research, development, or engineering purposes may be installed, tested, and used in nonoperational systems by appropriately cleared engineers or technicians without formal maintenance qualification.
Maintenance technicians who successfully complete a generic COMSEC equipment maintenance training course will be qualified to perform maintenance on the generic COMSEC equipment family or group without required training on each piece of equipment.  The maintenance permitted shall be in accordance with the maintenance level of the course and each equipment' s approved maintenance manual.
Certification of COMSEC equipment maintenance technicians shall initially be based on successful completion of an NSA-approved course of instruction.  Continued qualification and certification shall be based on experience and, at the option of the DoD Components, a periodic recertification examination.

  Electronics Material Officer Course
COMSEC material is used to protect U.S. Government transmissions, communications, and the processing of classified or sensitive unclassified information related to national security.
Access to keyed COMSEC equipment requires a clearance equal to or higher than the classification of the equipment or keying material, whichever is higher.
Access to unkeyed COMSEC equipment may be granted to U.S. citizens whose official duties require access and who possess a security clearance equal to or higher than the classification of the equipment.

NKDS Phase I, which automates the COMSEC inventory tracking and reporting system, is currently operational and fielded at the Director, COMSEC Material System (DCMS) and COMSEC Material Issuing Offices (CMIOs) San Diego and Norfolk.

Officials from the depot’s Communications Security Division report that equipment is being shipped to a depot tenant activity, the Defense Distribution Depot Tobyhanna (DDTP), instead of directly to them.
The COMSEC equipment gets shipped to DDTP instead of Tobyhanna.  The correct Ship To DODAAC is W81U11, which will reference the correct In-the-Clear address under the heading COMSEC support:
