Conaie held firm to its position, threatening to mount a broad "uprising" in conjunction with other labor and peasant groups if the government did not hold public consultations on the pact followed by a referendum.
When Conaie's demands and the government's responses to them are viewed as a whole, it seems evident that the direct-action campaign provided an impetus, in conjunction with convergent interests of the government, to pull Ecuador's fractured politics leftward toward the populist pattern of Venezuela and Bolivia, and away from Washington's sphere of influence.
Conaie's leadership was aware that it would meet determined resistance to its maximum demands, but calculated - as proved to be the case - that a wave of direct action would reveal vulnerabilities in its adversaries.

CONAIE reported that in a meeting that morning with Governance under-secretary Felipe Vega, its leaders had protested the violation of human rights and questioned the government's lack of transparency and democracy in the TLC negotiations, and delays in the cancellation of the Oxy contract.
CONAIE leaders told Vega that the mobilization would continue until the TLC negotiations are suspended, the government publishes everything it has negotiated up to now, the Oxy contract is cancelled as requested by the state prosecutor's office, and a Constituent Assembly is convened.
CONAIE was to meet March 31 in the Andean city of Riobamba to "redefine actions" in the continuing struggle against the TLC, and for the cancellation of the government's contract with Oxy.

Luis Macas, the president of the Confederation of Indigenous Nationalities of Ecuador (CONAIE), was elected in late May as the presidential candidate of the Pachakutik Plurinational Unity Movement.
CONAIE, which emerged from grassroots and community organisations, was founded by representatives of all of Ecuador's indigenous groups.
Its main aims were to promote the creation of a "plurinational state", defend the ancestral lands of indigenous communities, strengthen native languages and cultures, and set forth policy proposals aimed at ensuring sustainable development in the long-term.

The three-person junta was comprised of a populist colonel, the head of CONAIE, and a former Justice of the Supreme Court (representing presumably middle-class urban professionals).
The head of CONAIE emerged from hiding briefly to announce that the army had betrayed CONAIE by breaking their solemn promises, that he would seek to negotiate with the new President, but that if, within 3-6 months, there were no changes, the situation might well deteriorate into civil war.

Brushing aside invitations to be a vice-presidential candidate, CONAIE president Luis Macas announced in the fall of 1995 that he was a leader of the country's indígenas, not a politician (Becker 1996).
While both the leaderships of CONAIE and Pachakutik have always insisted that Pachakutik is not simply the "electoral arm" of indigenous confederations, rank-and-file indigenous folk constitute a sizeable block of the electorate to whom Pachakutik appeals.
A 1992 CONAIE document explicitly says that "The central goal articulated by the indigenous movement is the fight for land: having a material base such as land is fundamental for living a dignified life" (CONAIE 1992).

Even when CONAIE was officially allied with the government, the organization, along with Pachakutik and several other indigenous and peasant groups, repeatedly criticized the current administration for neglecting the country's poor.
CONAIE, which represents the majority of indigenous Ecuadorians, led a number of massive protests against former governments and then moved squarely into the political arena with the founding of Pachakutik in 1996.
