The decision to suspend COP6 was contained in a document (FCCC/CP/2000/L.3) entitled "Conclusion of the Session," which was adopted after several amendments.
Apparently, results were potentially close at hand for some issues, but in the end, the gulf was too wide and economic interests too important for the Ministers to conclude even a partial deal with details postponed to COP7.
While there was some progress on implementation details at the 13th session of the FCCC subsidiary bodies (SB-13), Part II (which occurred during the first week in The Hague), the package of rules and guidelines also remains substantially incomplete because of a lack of agreement on the political issues by the Ministers.

The Kyoto Protocol applies to six greenhouse gases: the three main greenhouse gases released by human activity (carbon dioxide, nitrous oxide and methane) and one gas and two families of gases that are released in small quantities but are both long lasting and extremely powerful (hydrofluorocarbons, perfluorocarbons and sulphur hexafluoride).
CoP6 was set as the deadline for making decisions on the mechanisms (CDM, trading and joint implementation), treatment of sinks under Articles 3.3 and 3.4, and assisting developing country Parties with adaptation to climate change (Articles 4.8 and 4.9 of the FCCC).
Subsequently CoP6 was identified as a deadline for decisions on compliance mechanisms.

The conference resumed from 19 to 27 July 2001 in Bonn, Germany as COP6, part two.
The goal of COP6 was to reach decisions on rules and modalities for implementing the 1997 Kyoto Protocol to the UNFCCC as well as on a number of issues relating to the UNFCCC itself.

The Conference of the Parties (COP6) will take place in the Netherlands Congress Centre (http://www.congresscentre.nl) in The Hague.
Organisations that have accreditation to the UNFCCC process are allowed to enter the congress centre to follow the process and organise side-events.
The Conference Centre is about 15 minutes north of the Central Train Station by tram and 10 minutes from Scheveningen the area where the majority of the environmental organisations will be staying.
