The Permanent Representatives Committee or "Coreper" (Article 207 of the Treaty establishing the European Community) is responsible for preparing the work of the Council of the European Union.
Coreper occupies a pivotal position in the Community decision-making system, in which it is both a forum for dialogue (among the Permanent Representatives and between them and their respective national capitals) and a means of political control (guidance and supervision of the work of the expert groups).
Coreper deals with all areas of the Council's work apart from agricultural issues, for which Agriculture Council dossiers are prepared by the Special Committee on Agriculture (SCA).

At a COREPER meeting on Wednesday, the ambassadors of seven countries raised their objections to the introduction of any political measures, said diplomatic sources, adding that they had reached an agreement to make no reference to political norms in the letter to Turkey.
The next COREPER meeting will be held on Thursday when the same issue will once again be discussed in the light of a possible new proposal from Austria, the current holder of the rotating EU presidency, the diplomatic sources said.
Should the next meeting once again end without a resolution on this issue, it would be unlikely that the chapters on education and culture would be open to actual negotiations during the Austrian term presidency, the sources indicated.

Commenting on COREPERs decision, the ´Presidential Palace´ said that the Regulation was approved without the consent of the Turkish Cypriot Side with the aim of avoiding a Greek Cypriot veto.

Istanbul NTV television (25/02/06) broadcast the Turkish Foreign Minister, Mr Abdullah Gul, reacted to the COREPER decision by saying that the separation of the regulations on direct trade and financial aid for the occupied areas of Cyprus in accordance with the expectations of the Greek Cypriots is unacceptable.

The EU Committee of Permanent Representatives (COREPER) reached a decision in Brussels on the financial regulation for the Turkish Cypriots and the terms under which the regulation for direct trade with the Turkish occupied areas of Cyprus could be achieved.
The European Union’s Committee of Permanent Representatives or COREPER agreed earlier to separate the Financial Assistance and Direct Trade Regulations and approved -at an extraordinary meeting of COREPER on Friday night- the release of the 139-million Euros worth of aid to North Cyprus as part of the Financial Assistance Regulation.
The statement also noted that the decision taken by COREPER may be harmful to a comprehensive solution to the Cyprus problem and urged COREPER to call the Greek Cypriots to the negotiating table to discuss the United Nations peace plan.

It may be true that most issues are not decided at this level—difficult issues are decided by the European Council and less difficult ones decided by COREPER and ratified by the Council of Ministers.
It classifies issues into A or B points for the Council meetings: A points are those issues that are usually approved without discussion by the Council while B points are things that will actually be debated.
The Permanent Representatives have a dual role—they represent the views of their national governments but they are also subject to the acculturation process that creates pressure for them to cooperate and find compromises.

Donig declined to estimate when the negotiations might start, saying it could be during Austria's six-month presidency of the Union, which ends in June.
