Lacking the expensive, heavy and sensitive equipment of the CP-140 Aurora, the Arcturus was seen as an ideal platform for crew training duties (aka touch and goes), general maritime surface reconnaissance (detecting drug operations, smuggling of illegal immigrants, fisheries protection patrols, pollution monitoring, etc), search-and-rescue assistance, and Arctic sovereignty patrols.
The CP-140A Arcturus is a variant of Canada's CP-140 Aurora maritime patrol aircraft.
Basically, the CP-140A is a CP-140 but without the Anti-Submarine Warfare (ASW) gear in the CP-140 Aurora.

The CP-140 Aurora is a Canadianized version of the U.S. Navy’s turboprop-powered Lockheed P-3 “Orion” long-range land-based maritime patrol aircraft, but with an enhanced ASW electronics suite that has more in common with that of the jet-engined S-3 “Viking” carrier-based ASW patrol aircraft also operated by the U.S. Navy.
Auroras participated in OPERATION APOLLO in the Persian Gulf region from the fall of 2001 to the summer of 2003, conducting 499 operational sorties as part of Canada's participation in the campaign against terrorism.

The first CP-140 Aurora was accepted into service with the Canadian Forces on 22 May 1980, and the 18th and final aircraft was delivered on 06 July 1981.
The Yearly Flying Rate (YFR) logged by the CP-140 Aurora fleet has been on a gradual decline over the past decade, from a level of 13,241 hours in Fiscal Year 1996-97 (01 April – 31 March) to 9,101 hours in FY 2002-03 and 7,874 hours in FY 2003-04.
CP-140s participated in Operation SHARP GUARD in 1993-95, where they were based in southern Italy and flew patrols over the Adriatic Sea to help enforce United Nations resolutions regarding the civil war in the Former Yugoslavia.
