  CPAN - perldoc.perl.org
CPAN checks if an install is actually needed for it and prints module up to date in the case that the distribution file containing the module doesn't need to be updated.
CPAN also keeps track of what it has done within the current session and doesn't try to build a package a second time regardless if it succeeded or not.
The reason for this is that the primary use is intended for the cpan shell or for one-liners.

The bulk of this document used to be descriptions of all the modules in CPAN, but now there are too many modules for that, and the best we can do at the moment is refer you to the smooth and speedy search.cpan.org so that you can enter search terms to find utilities.
CPAN multiplexer: it automagically reroutes you to a nearby CPAN site, for some definition of "nearby." (If it doesn't work, perhaps the site is busy, and you should try again.) If you don't like the multiplexer's choice of site, select one from the list of CPAN sites.
The CPAN itself is a collection of individual works, many of which have their own copyright statements; you'll have to look at the individual work to determine the distribution terms.

CPAN - Wikipedia, the free encyclopedia
Distributions on the CPAN are divided into 24 broad chapters based on their purpose, such as Internationalization and Locale; Archiving, Compression, And Conversion; and Mail and Usenet News.
CPAN module distributions usually have names in the form of CGI-Application-3.1 (where the :: used in the module's name has been replaced with a dash, and the version number has been appended to the name), but this is only a convention; many prominent distributions break the convention, especially those that contain multiple modules.

CPAN installs the whole Bundle for you, but when you try to repeat the job on the second architecture, CPAN responds with a "Foo up to date" message for all modules.
If one of the modules that CPAN uses is in turn depending on binary compatibility (so you cannot run CPAN commands), then you should try the CPAN::Nox module for recovery.

 CPAN install - OpenOffice.org Wiki
CPAN is the Comprehensive Perl Archive Network, a large collection of Perl software and documentation.
Note that CPAN is also the name of a Perl module, CPAN.pm, which is used to download and install Perl software from the CPAN archive.
CPAN designates modules that can be installed using CPAN directly, MANUAL indicate modules that must be installed manually (really!).

 CPAN < Codev < TWiki
The policy about TWiki's use of CPAN modules is, to date, unclear.
I think it would be useful to add that CPAN modules that consist of only Perl code are okay (and, I think, encouraged) whereas those that have bridges to compiled code or external libraries are not just due to the extra level of complexity.
So I would say that CPAN modules should be used where they provide a big gain in functionality or simplifying TWiki code.

All of the above leads me to wish that, if someone were to start CPAN from scratch again, it would be a bit more strict in the structure required for distributions, especially with the filename of the distribution package.

In my previous article on the Perl CPAN module (April 1999), I talked about what it does and how you can use it to help automate the process of installing and maintaining Perl modules.

 The CPAN Frequently Asked Questions
Various scripts run on CPAN daily to make sure that mirrors are up and running and that the mirror to PAUSE is functional, etc. There are people who advise authors on their choice of name and namespace for their modules and a few others who answer questions and investigate issues sent to cpan@perl.org.
The CPAN testers is a group initially organised by Graham Barr and Chris Nandor to test modules on as many platforms as possible to improve portability and generate useful feedback for module authors.
CPAN has a scripts repository at http://www.cpan.org/scripts/ and http://www.cpan.org/scripts/submitting.html will instruct you on how to go about contributing your scripts.

The debugging of this module is pretty difficult, because we have interferences of the software producing the indices on CPAN, of the mirroring process on CPAN, of packaging, of configuration, of synchronicity, and of bugs within CPAN.pm.

Gentoo Linux Documentation -- g-cpan Guide
g-cpan is a tool that generates and installs perl modules and bundles from CPAN "on-the-fly." It was originally proposed on the gentoo-user mailing list and filed as bug 3450.
If CPAN is not configured, or you are not root, g-cpan will create a generic configuration for CPAN in ~/.cpan/CPAN/ called MyConfig.pm.
The CPAN configuration file is used for interacting with CPAN, determining what modules are available, what modules are needed, and performing all basic CPAN functions.

It doesn't look like a hack for me. Before coding that, I've looked carefully at the CPAN code, and it's obvious (at least for me) that the author thought about people willing to implement their own Frontend to CPAN.pm, for integration purpose.
Now, our search should actually use something more backend-ish, but I didn't want to dig too much in the cpan code.
