CPPCC members reported to China's legislature that there is about 20,000 billion yuan (US$2.4 billion) worth of non-governmental capital lying idle, failing to find its way into investment areas, and that institutional factors obstruct private capital from entering the investment area.
The biggest difficulty for the private sector is capital expansion, CPPCC member Yin Mingshan said in a speech to the National People's Congress, because the threshold for access to capital is too high, and private business owners have complained that "private capital is welcome to non-lucrative sectors, but barred from lucrative sectors".
CPPCC members all called for a sound institutional environment for the development of the private sector and unified market-access standards for all sectors of the economy.

Chinese People's Political Consultative Conference - Wikipedia, the free encyclopedia
The CPPCC typically holds a yearly meeting at the same time as plenary sessions of the National People's Congress.
The Conference dated prior to the existence of People's Republic of China and served as the de-facto legislature of the PRC until the Constitution of 1954 when this function was transferred to the National People's Congress.
However, its role and powers are somewhat analogous to an advisory legislative upper house and there have been occasional proposals to formalize this role in the PRC Constitution.

International Campaign for Tibet: Tibet News: New Leadership Roles Reflect China's Priorities on Tibet
The CPPCC consists of representatives of the Communist Party and non-Communist Parties, including officials without Party affiliation and representatives from "ethnic minorities" who traditionally have some influence on society, but are excluded from the Party because of their ideological or class background.
In an earlier speech given at a meeting in the TAR in January 1998, Ragdi said that "problems" among cadres were caused by some people who "sympathised with and supported the Dalai's secessionist statements and activities in their minds", indicating the awareness among the leadership of Tibetans' continued loyalty to the Dalai Lama.
These national-level appointments on the CPPCC generally do not involve governance and high-level decision-making on policy, and are indications of prestige and reward following long careers in the Party, rather than appointments of real power and influence.
