CSCE must also play a more effective role in addressing the actual and potential ethnic conflicts in the former Soviet Union by monitoring respect for human rights and minority rights throughout the CIS [Commonwealth of Independent States] states and by accelerating conflict prevention missions in such places as Georgia and Moldova.

It should be a CSCE practice that unless indicated prior to a mission and for some compelling and exceptional reason, CSCE mission reports should be publicly released as soon as they are transmitted to participating states.
New CSCE human rights commitments will still be needed in the future to fill gaps, to strengthen weak CSCE commitments, to respond to a changing world and to reinforce the validity of standards developed in other fora.
CSCE states which are abolitionist should take a firm stance and encourage the remaining retentionist states to follow suit.

The first CSCE institution to open-- in Vienna in January 1991--was the Conflict Prevention Center, which is charged primarily with overseeing the sharing of data on military forces in Europe and hosting annual implementation meetings and those called under the Unusual Military Activities mechanism.

Having defined itself as a regional arrangement, the CSCE could be entrusted with peacekeeping within the framework of Chapter VIII of the Charter of the United Nations, although it would have to obtain authorization from the UN Security Council to conduct military enforcement actions (Article 53 of the UN Charter).
The CSCE is preparing its first peacekeeping project in the context of the Nagorno-Karabakh conflict which may involve sending a very small contingent to observe the implementation of the cease-fire agreement.
The difficulties which the CSCE has been having in defining the modalities concerning command, control and financing, as well in obtaining troops from member states for this operation, especially from the Western participants, seem to indicate that only small-sized peacekeeping operations, and thus with narrow objectives, can be organized directly by the CSCE.

 National Conflict in a Transnational World: Greeks and Macedonians at the CSCE
The CSCE originally involved all the countries of Europe except Albania, as well as the former Soviet Union, Canada, and the United States.
On June 21, the Yugoslav delegation to the conference introduced a "Memorandum relating to the Macedonian national minority" which accused the governments of Bulgaria and Greece of a number of specific violations of the human rights of the members of the Macedonian national minorities living in their countries.
Needless to say, some of the representatives of the 35 participating CSCE states were confused by their encounters with three different groups of people each of which identified itself as a Macedonian delegation but each of which offered a different definition of who the Macedonians really were.
