The Canadian Security Intelligence Service (CSIS) is a Canadian intelligence agency founded in 1984 by an act of the Parliament of Canada.
The creation of CSIS was a recommendation of the McDonald Commission which advised removing responsibility for intelligence from the Royal Canadian Mounted Police, specifically the RCMP Security Service.
Prior to the establishment of CSIS, the RCMP, which is Canada's federal police service, was responsible for intelligence and counterintelligence activities.

The review provisions of the CSIS Act were, in 1984, unprecedented in the world of intelligence and security intelligence agencies.
The CSIS Act also authorizes SIRC to hear complaints on any action of the Service (s.41) and on the denial of a security clearance (s.42).
All of this in addition to SIRC's responsibility to hear public complaints against CSIS which, in terms of comprehensiveness, importantly includes complaints "with respect to any act or thing done by the Service".

The Canadian Security Intelligence Service (CSIS) was created by Act of Parliament in 1984 as an agency of the Department of the Solicitor General.
But traditional adversaries also continued to run intelligence operations within Canada well into the 1990s, as was evidenced by the 1996 discovery by CSIS of 2 Russian intelligence officers, Yelena B. Olshanskaya and Dmitriy V. Olshanskiy, living in Toronto under the assumed names of Laurie and Ian Lambert.
Although CSIS members are not police officers, the agency can obtain judicial warrants to conduct searches and electronic surveillance, such as telephone wiretapping.

Paule Gauthier, the former chairperson of the Security Intelligence Review Committee (SIRC), which oversees the function of the CSIS, said the CSIS "purposefully misled" the agency in a likely attempt to "suppress information that was embarrassing to the service.
Gauthier, who was first appointed to SIRC in 1984, reviewed the case and said she doesn't share any of CSIS' suspicions.
The newspaper said that portions of the report were blacked out for security reasons, but it is clear that Gauthier felt CSIS' security screening was a hurried, slipshod probe by a rookie agent who destroyed his notes before the case could be reviewed.
