The Comprehensive School Reform (CSR) Program began in 1998 and was authorized as Title I, Part F of the Elementary and Secondary Education Act, which was signed into law on January 8, 2002.
CSR funds are not intended to support separate projects that are "added on" to existing programs or projects in a school.
CSR funds help finance the initial implementation of comprehensive reforms that are coordinated with and sustained by all the resources available to the school, including federal, State, local and private resources.
