CTAN's nonfree/ tree is for distributions whose licences are nosell, nocommercial, shareware, `other' (said to be "probably commercial"), or unknown.
Note that distributions whose licences are the non-`Debian'-free category nosource is not moved to the nonfree/ tree; CTAN is concerned with distributability, rather than the broader modifiability, etc., that the free software movement seeks.
The process of populating the nonfree/ tree is still `work in progress'; the CTAN team moves distributions there as they come to the team's attention.

CTAN was built in 1992, by Rainer Schoepf and Joachim Schrod in Germany, Sebastian Rahtz in the UK, and George Greenwade in the US (George came up with the name).
CTAN was officially announced at the EuroTeX conference in Aston, 1993.
Then, in 1999 it moved to its present home at Saint Michael's College in Colchester, Vermont, where it is maintained by Jim Hefferon.

While this would clearly be a good thing, and several serious proposals to do this have been suggested over the years, they have all failed so far due to the mammoth task that a volunteer would have to take to check that packages conformed to the system.
Many of the ctan mirror sites are already struggling to house the archive and so one needs to consider the relative costs and benefits quite carefully.

CTAN is an archive with up-to-date copies of all the public-domain versions of TeX, LaTeX, Metafont and ancillary programs, which is made available via a mirrored network of FTP servers.
You can enter the CTAN archive via a web interface in the UK, in the USA, or in Germany (page in German).
Note that CTAN is not related to Elsevier, and that Elsevier's author support cannot accept complaints or answer questions about the availability of any CTAN server.

 The Zen of Comprehensive Archive Networks
Like CPAN, CTAN was conceived as a FTP-based service and then the web came and people moved on and you know the rest.
Since I use both CTAN and CPAN on a regular basis, sometimes I find myself wishing CTAN to be more CPAN-like.
The CTAN Catalog is superb, but I think the killer CPAN feature is the ability to browse the documentation in a nice easy to read format.

Please include in your archive a plain text file with any special information that you might be useful to a CTAN visitor, such as whether your material requires special fonts, or only runs on one kind of platform.
In addition, your suggesting a CTAN directory is a help (if you are not sure, just leave it blank).
And, a one or two paragraph description will, besides being in the announcement made when the package is installed, be the basis for what might go into the Catalogue.

 A Personal Mirror of CTAN
The CTAN tree structure differs from the TeX Directory Standard tree used by teTeX, or MiKTeX, or fpTeX from TeXLive, or TeXShop, etc. This means that you can't automatically mirror what's here into your texmf tree and always have what's perfectly up to date.
Note also that one way to reduce the large number of transfers needed for initialization of a mirror is to use a CD-ROM of CTAN to start.
It has two disadvantages: it is relatively CPU intensive, and the site that you are mirroring has to be running an rsync server (for mirror, the site need only be running a more usual ftp service).

 The TeX Catalogue Online, CTAN Edition
The Home Edition is a "stand-alone" version of the Catalogue (it does not assume it is located on a CTAN node).
The Hierarchal Index is based on the CTAN hierarchy.
Randy Kobes contributed code and ideas for the alphabetic and hierachical editions and maintains and runs the extremely useful CGI script used to locate CTAN nodes.
