CTCP stands for Client-To-Client-Protocol, which is a special type of communication between Internet Relay Chat (IRC) Clients.
CTCP is a common protocol implemented by every major IRC client in use today.
CTCP allows users to query a remote client from the version of the client they are using (CTCP VERSION), the time (CTCP TIME), or get remote user info (CTCP USERINFO), among other things.

The file Troy Rollo wrote, "dcc.protocol", contained a description of the CTCP DCC messages as well as the protocols used by DCC CHAT and DCC file transfers.
CTCP DCC extended data messages are used to negotiate file transfers between clients and to negotiate chat connections over tcp connections between two clients, with no IRC server involved.
The replies should be fairly verbose explaining what CTCP commands are understood, what arguments are expected of what type, and what replies might be expected from the client.

CTCP messages are specially coded and the client to which you send a CTCP request will respond if it supports the request.
You cannot send CTCP requests in an ON that was generated by a message from an irc server (such as ON MSG, ON PUBLIC, or ON NOTICE), because the IRC protocol does not permit it.
CTCP requests you receive are handled with ON CTCP_REQUEST, if you want to want to override the default behavior, and ON CTCP, if the default behavior is ok. The ctcp command sends a ctcp reply when you’re inside these two latter ons.

In fact, the message> is always smaller than 500 characters; there are usually two <0x01> chars, there is a message source part at the beginning of the IRC message that is 10-15 characters long, and there is a ':' character before the trailing parameter.
The first parameter> of a message> is the tag>: it defines the semantic of the rest of the message.
Altough it is a convention to specify the tag> as uppercase letters, and the original specification says that the whole message> is case sensitive, I'd prefer to follow the IRC message semantic (just to have less "special cases") and treat the whole mssage as case insensitive.

To encode a particular character we substitute it with its three-digit octal rappresentation preceeded by a '\' (backslash) character This means that the NUL character is encoded as the sequence '\000', the CR character is encoded as the sequence '\015', the LF is encoded as '\012' and the space is encoded as '\020'.
When an encoded CTCP PARAMETER starts with a non encoded quote character and another non encoded quote character is found in the middle of that parameter then the parameter itself is considered terminated at the next breaking space.
The ACTION CTCP subprotocol is used to transmit messages that describe an emotion or an action of the source user.

I want the raw data sent in reply to a ctcp ping (which normally should be the same as the raw data _sent_).
For example, in a CTCP event for the PING, you are passed the CTCP and Params.
I tried using the CTCP event as you suggested, but it is not triggered on CTCP replies, only on CTCPs that aren't replies.

When quoting on the CTCP level, only actual CTCP message (ie extended data, queries, replies) are quoted.
The following relations are true, with lowQuote(message) being a function doing the low level quoting, lowDequote(message) the low level dequoting, ctcpQuote(message) the CTCP level quoting, ctcpDequote(message) the CTCP level dequoting, and ctcpExtract(message) the removing of all CTCP messages from a message.

In general, it needs to be explained to the folks in #apache that HydraIRC is not a script for mIRC, that it is completely new stand-alone IRC client application, and that they should not dictate their users to use mIRC only (or any other "preferred" client) in their channel.
In hydrairc there is a setting to disable ctcp errmsg replies in the misc section.

CTCP VERSION causes your IRC client to return a client-name-and-version string to the requesting user.
But the random person using the command on your client was probably just curious what IRC client you're running.
Update your client regularly to avoid security problems, and don't be too worried unless they're doing more than just CTCP VERSION, or doing it over and over in a very short term.
