You could make a much smaller aircraft carrier, for instance, if you're using turboprop/prop driven planes (such as escort carriers which were converted freighters during WWII).
Essentially Charles de Gaulle is about the smallest practical CTOL carrier, and even she could have benefited nicely from a 20 meter stretch (and another reactor) IIRC.
But the ship is more efficient if bigger and especially have an oblique track to free catapult.

  The Lockheed Martin F-35 Joint Strike Fighter (JSF)
The CTOL variant for the USAF deleted the lift jet and replaced it with a fuel tank for longer range.
For the CTOL and CV variants, the lift fan was deleted and replaced with additional fuel tanks.
First flight of the Lockheed Martin "X-35A" CTOL variant was on 24 October 2000, with first flight of the "X-35C" CV variant on 16 December 2000.

The CTOL and STOVL versions have the same wing design, which has increased area compared to the X-35A/B. The CV version has much larger wings and tail surfaces and strengthened landing gear, including a twin wheel noseleg.
The CTOL and CV versions will not feature the slightly bulged area behind the cockpit, which houses the lift-fan on the STOVL version, allowing a larger canopy glazed area.

Goodrich has shipped the first Conventional Take-Off and Landing (CTOL) nose gear for the Joint Strike Fighter, and is soon to ship the main gear as well, to the Lockheed-Martin Aeronautics facility in Fort Worth, Texas.
In addition to the landing system for the Air Force's CTOL variant of the aircraft, as the landing systems integrator, Goodrich is responsible for the design, manufacture and test of unique landing systems, for the Short Take- Off, Vertical Landing (STOVL) and the Carrier Variant (CV) of the aircraft.
The CTOL landing gear system ships out of Goodrich's Cleveland, Ohio facility where it was assembled.

Pratt established an industry standard when it brought four JSF119 variant engines to test – two CTOL versions and two STOVL version engines for both the X-32 and X-35 – within 23 months of receiving a contract for the program, and delivered flight hardware within 36 months.
The delivery of these flight-test engines, complete with CTOL software, to Boeing and Lockheed Martin meets their first-flight plans.

 Pratt & Whitney's CTOL Engines for JSF Advance Towards Maiden Flight
Pratt and Whitney's new JSF119 military turbofan, in development for competing Boeing and Lockheed Martin Joint Strike Fighter candidate aircraft, is poised to begin flight testing of the conventional takeoff and landing (CTOL) engine variant.
The JSF119-614 as fitted to the Boeing X-32A, and the JSF119-611 of the Lockheed Martin X-35A, successfully completed flight clearance testing earlier this year.
To date the JSF119 series has accumulated over 2,400 hours in ground testing in subsonic and supersonic conditions.
