One was "Twin Stick" - which allowed CTV to put their re-broadcast antennae on the existing tower in the smaller community and allow the local station to substitute local commercials for the "local" commercials of the bigger station, thereby helping the smaller station to maintain its revenue base.
CTV and its owners were outraged, calling it censorship, and promised an appeal to the Supreme Court.

The networks want to charge cable and satellite distributors because they argue the distributors make billions of dollars off their services but give them no compensation for the feeds.
CTV and Global are seeking a fee of between 50 and 70 cents a month per subscriber, which is worth about $60-million a year to each network.
CTV and Global have argued their financial fortunes are eroding amid competition from specialty channels, which do collect such fees, and the Internet.

After a change in the ownership structure of the network, CTV News was moved in 1966 to Toronto, the media hub of English Canada.
It was a mixed blessing for Kirck: he lost his position as news editor to concentrate on the task of presenting the news (though he also continued to participate in the writing of the newscast).
