The CVNX 1 propulsion plant will be designed--using lessons learned from the most recent submarine power plant designs--for simplicity, reduced maintenance and manpower needs, and the ability to support future warfighting upgrades.
CVNX 2 will be able to respond to any crisis and handle any mission in the future, whether it is a warfighting mission or a humanitarian mission, in the most cost-efficient manner possible.
The modernization and upgrades projected--and needed--for CVN 77, CVNX 1, and CVNX 2 are essential to ensure that the Navy's carrier force of the next millennium is able to maintain supremacy at sea.

The CVNX is optimized to support the next-generation Navy combat aircraft such as the Super Hornet and the Joint Strike Fighter.
The CVNX features a substantially smaller redesigned command "island" (the carrier superstructure) than current aircraft carriers, as well multifunction arrays that replace the forest of antennas that current ships sprout, making the carrier inherently harder to detect and attack.
CVNX 1, which will replace USS Enterprise (CVN 65) in 2013, was initially scheduled to begin construction in 2006.

Carrier Adrift: Delaying CVNX Has Big Consequences
The Navy's candidate is its next-generation aircraft carrier, CVNX ("CV" for carrier, "N" for nuclear, and "X" for experimental).
Prior to mid-summer, most people assumed the only reason CVNX was on the list was so there would be one program from each service.
Because Enterprise is a costly ship to operate (40 years old, 8 nuclear reactors), nobody will be willing to spring for that bill and the fleet will lose a carrier.

CVNX will have stealthier features than current carriers but will not be a completely stealth design.
To maintain the schedule for CVNX 1 and deliver these needed pieces of machinery as required by the construction sequence, the Navy needs to obligate funds for some of these components in fiscal year 2001.
Davis secured $160 million to focus on the construction of the CVNX carrier, helping to move the construction date back to 2006 and saving jobs that may have been lost if the construction timetable was put off.

Navy League of the United States - Citizens in Support of the Sea Services
Since 1993, the Navy has pursued a two-track plan to modernize its carrier forces and to ensure that future carriers and air wings are completely integrated "systems of systems" that can serve throughout the 21st century.
"The conclusion was to pursue a nuclear-powered CVNX that would have an air wing of 55 to 75 CTOL aircraft," Knapp said.
The Navy is doing all this at a fraction of the cost that it would have taken to "leap" from the reactor technology in USS Nimitz in the mid-1960s directly to the CVNX1.

Innovations for the next-generation aircraft carrier include an enhanced flight deck with increased sortie rates, improved weapons movement, a redesigned island, a new nuclear power plant, allowance for future technologies and reduced manning.
Other features of the CVNX being proposed by ONR include real-time damage detection and dynamic magazine protection.
The Department of Defense and the Navy stated on 19 December 2002 that they had decided to rename the CVNX program CVN-21 and that the first ship would have 80 percent of the kinds of new capability that was anticipated by the time the Navy would have reached the CVNX-2.

CVNX The CVNX Class will use an evolutionary, multi-ship process for inserting new technologies that will enhance warfighting, enable critical features for future flexibility, and dramatically reduce total ownership cost.
CVNX 2 will receive hull improvements that include survivability improvements to meet new threats, and improvements to distributive systems such as heating, ventilation, and air conditioning, as well as incorporating the latest technologies to improve storage and food service.
Achieving the CVNX vision and TOC reductions will require significant design changes and incorporating technology advances that have become available since the NIMITZ Class was designed over 30 years ago.

At a time when debate is raging among US naval analysts over the design of the next generation of USN aircraft carrier (CVNX), proponents of a large-deck carrier are using current military actions in the Middle East as an example of the power only large-deck carriers can sustain.
In February of 2001 the USN awarded a $3.8bn contract to Newport News Shipbuilding for the design and build of CVN-77; a clear sign the USN has committed to large-deck carriers, at least for the forseeable future.
Although at first the CVN-77 appears to be an increment in the USN’s carrier fleet, she incorporates design changes which, represent a steady transition by the USN towards what will eventually be the CVNX design.

Since the mid/late-1960s when the baseline CVN-68 design was finalized, the Navy's carrier force has not had the advantage of an aggressive and robust research and development program to insert leading-edge technologies and systems into subsequent hulls.
The principal design objectives for the CVNX class are to provide a flexible infrastructure that will facilitate the insertion of new warfighting capabilities as they evolve and reduce total ownership costs significantly during each carrier's 50-year service life.
A multi-year research and development program is also underway for CVNX, the first unit of which is planned to be requested in FY 2006 for an FY 2013 delivery to replace the USS Enterprise and sustain minimum-essential carrier force levels.

NDM Article - Navy Starts Work on Next Class of Carriers
But Defense Department officials decided that planned improvements for CVNX 1 were not dramatic enough to justify the expense.
They combined the CVNX 1 and 2 steps “into a single, transformational ship design that accommodates continuous evolution through the life of the class,” Hansford T. Johnson, acting Navy secretary, told the Senate Armed Services Committee.
The result, CVN 21, is providing an opportunity to reexamine “the way that we build and design ships and to set the baseline for the rest of the family of ships” that are in the works, including the littoral combat ship, DD(X) destroyer and Virginia-class submarine, Dwyer said.
