Ammonia and anhydrous process for producing calcium chloride CaCl2
Its main applications and uses are drying and dehydrating.
It may be produced by heating of crystalline salmiac (sal ammoniac) NH4Cl with solid lime CaO to yield the solid calcium chloride and ammonia:
One may also produce it by heating of crystalline NH4Cl with Ca(OH)2, solid or suspended with a little amount of water.

Calcium chloride (CaCl2), a common salt, was tested as an alternative control agent and compared with mancozeb, a registered fungicide.
CaCl2, if included as part of a integrated disease management program, could provide relief for growers from gray mold disease as a relatively inexpensive control and would permit immediate access to greenhouses after spraying, as opposed to conventional fungicides which require up to 48 hours before worker re-entry into these confined areas.
Technical Abstract: The efficacy of calcium chloride (CaCl2) was compared with mancozeb, a conventional fungicide, for control of gray mold disease caused by Botrytis cinerea on rooted cuttings of tuberous Begonia in greenhouse tests.

CaCl2 and H2O are like two weak magnets near each other; there is minor attraction between them, but pulling one of them will not move both.
In this case, the solvation of CaCl2 involves the loss of 2 electrons by Calcium, and the gain of these 2 electrons by the Chlorines.
Simply, the available form of CaCl2 solid samples are in a dihydrate ionic network, so you´ll have to know that not all the mass of the sample is from CaCl2, part of it is water.

Make PBS with Calcium and magnesium? - BioForum
Also what amount of these two compounds are you adding to the PBS, maybe with an already high salt concentration (saturated) no more salt will go into solution and hence your precipitate even after autoclaving.
But it is only when I add CaCl2 that my solution precipite.
Anhydrous CaCl2 doesn't go into solution, you would need the powder that has water within it, ie: CaCl2.2H2O (calcium clhoride dihydrate).
