Cabal - Wikipedia, the free encyclopedia
A cabal is a number of persons united in some close design, usually to promote their private views and interests in a church, state, or other community by intrigue.
The term cabal derives from Kabbalah (a word that has numerous spelling variations), the mystical interpretation of the Hebrew scripture, and originally meant either an occult doctrine or a secret.
One recent example of the use of the word Cabal came in an accusation by former Secretary of State Colin Powell's chief of staff, Lawrence Wilkerson, who claimed that the Bush administration's foreign policy is run by a "Cheney-Rumsfeld cabal" implying a sinister intent.

A cabal is a number of persons united in some close design, usually to promote their private views and interests in church or state by intrigue.
The Cabal Ministry, never very unified in its members' aims and sympathies, fell apart by 1672; Lord Ashley, who became Earl of Shaftesbury, still later even became one of Charles II's fiercest opponents.
The Cabal is the sworn enemy of the theocratic government depicted in "If This Goes On—", part of Heinlein's novel Revolt in 2100 and of the Future History.

His principal aim was no doubt the maintenance and increase of his own influence and party, but his ambition corresponded with definite political views.
Though not a number of the Cabal ministry, and in spite of his own denial, Danby must, it would seem, have known of these relations after becoming lord treasurer.
In any case, in 1676, together with Lauderdale alone, he consented to a treaty between Charles and Louis according to which the foreign policy of both kings was to be conducted in union, and Charles received an annual subsidy of £10o,000.

Clarendon was succeeded by the famous Cabal -Sir Thomas Clifford, Lord Arlington, the Duke of Buckingham, Lord Ashley, and the Earl of Lauderdale-the initials of whose names gave notoriety and permanence to a word already in common use.
Even when under Danby's Ministry the Court returned to a policy resembling that of Clarendon, its intention was not to secure the supremacy of the Church, but at the price of the political annihilation of her adversaries, to buy her blind and perpetual support for the Crown.
To prevent caballing the new council was to contain thirty members, instead of fifty, so as to deliberate in a single body ; it was to be rich, so as to have authority; it was to be half official and half popular, so as to hold the balance between different ideas.

Lord Clarendon was impeached by the House of Commons and forced to flee; the Duke of Albemarle sold his position to George Villiers, 2nd Duke of Buckingham; and Sir George Carteret simply left his position, eventually being forced out of the House two years later.
As the name of the ministry would suggest, Lord Clarendon (earlier Lord Hyde) was, in effect, the leader of the government.

What I saw was a cabal between the vice president of the United States, Richard Cheney, and the secretary of Defense, Donald Rumsfeld on critical issues that made decisions that the bureaucracy did not know were being made.
And then when the bureaucracy was presented with the decision to carry them out, it was presented in a such a disjointed, incredible way that the bureaucracy often didn't know what it was doing as it moved to carry them out.
So you've got this collegiality there between the secretary of defense and the vice president, and you've got a president who is not versed in international relations and not too much interested in them either.

As well, an excerpt from a 1670 bit of Andrew Marvell's writing demonstrates that more than one "cabal" was said to exist within Charles' ministries, and these five men weren't then noted as all belonging to the same one:

(1877) V. 128 The Cabal at present, being as he says the King, and the Duke of Buckingham, and Lord Keeper, the Duke of Albemarle and privy seale.
This was merely a witticism referring to sense 6; in point of fact these five men did not constitute the whole ‘Cabal’, or Committee for Foreign Affairs; nor were they so closely united in policy as to constitute a ‘cabal’ in sense 5, where quot.
The coincidence that the initials of the anti-Clarendon clique spelt C.A.B.A.L was remarked on at the time, and it seems that it did much to fix this meaning in the popular mind.
