She said Cabinet workers and courts are sending mixed messages to victims: They could lose custody if they don't leave an abuser; but they are viewed as unstable if they flee to a shelter.

In response to recent developments, California counties are asking the state's congressional delegation to push legislation that would prohibit the State from passing any future automation penalties on to counties.
In addition, the proposal would require the 21 counties in the state that are not on either ARS or CASES to migrate to one of those two systems.
The state's counties, however, are receiving an $8 million increase, for a total of nearly $75 million in fiscal year 2002 funding.

Subsection (2) of the proposed new rule closes specified waters of Franklin County (Apalachicola Bay north of John Gorrie Memorial Bridge, all of the Carabelle River, and all waters of Sheepshead and Big Bayous on St. Vincent Island) to all harvest of shrimp year-round.
Subsection (7) closes Ochlockonee Bay west of the U.S. Highway 98 bridge in Franklin and Wakulla Counties and Chaires Creek in Franklin County to all harvest of shrimp year-round.

Unemployment rates rose in 112 Kentucky counties between September 2004 and September 2005, fell in seven counties and stayed the same in one county, according to the Kentucky Office of Employment and Training in the Education Cabinet.

It was followed by Elliott County, 9.4 percent; Clay County, 8.3 percent; Grayson, Graves and Wolfe counties, 8.2 percent each; Carter and Leslie counties, 7.9 percent each; and Lewis and Morgan counties, 7.8 percent each.
