		The County Council of Cache County, Utah, in a regular meeting, lawful notice of which had been given finds that it is in the best interest of the County and its citizens to adopt an ordinance enacting Real Property Tax Sale Procedures.
		If the bid accepted is for less than the entire parcel, the County Auditor shall note the fact, with a description of the property covered by the bid, and the balance of the parcel not affected by the bid shall be considered to have been redeemed by the owner.
		When the deed is executed and delivered by the County Auditor, it shall be prima facie evidence of the regularity of all proceedings subsequent to the date the taxes initially become delinquent and of the conveyance of the property to the grantee in fee simple.
