CACOs and DACOs have the authority to deal with contractors by signing for and binding the DCMC to agreements concerning the way in which business will be conducted.
The Regional Director concluded that the two CACOs and the four DACOs are not management officials within the meaning of section 7103(a)(11) of the Statute because they do not establish, prescribe, decide upon, or bring about the adoption of general principles, plans, or courses of action for the Activity.
The Activity contends that "the Regional Director's conclusion that the CACOs and DACOs are not management officials raises a substantial question of law or policy because [his decision] represents a departure from Authority precedent." Application at 1.

The cacos had no military organization, no uniforms, no modern arm or supplies of their own, yet they fought the marines in guerrilla war from the first day of the intervention in 1915.
Militarily, the cacos were careful to stay away from the main body of marine strength, although they still occasionally evidenced an overzealous taste for battle.
Although the marines were able to find and rout the cacos from their encampment, they proved unable to eliminate the rebellion that was still in high gear after six months of hard campaigning.

 Haiti - Foreign Relations Documents
The Cacos question will be the most difficult one for the United States to solve in Haiti, as these men have long been used to the wandering life of a bandit and to a life without work.
The operations against the Caco bandits in North Haiti during the last three weeks has resulted in the dispersing of the Cacos, the capture of many of their strongholds, the destruction of quantities of arms and ammunition, and the bringing of peaceful conditions throughout the Caco country.
The Cacos against whom these operations have been undertaken, are bandits purely and simply, owing no allegiance to the Government or any political faction, but organized under petty chiefs for the sole purpose of stirring up strife against the Government, and robbing, pillaging, and murdering innocent people.

A Marine CACO is an officer or a senior-enlisted member who represents the commandant of the Marine Corps to notify next of kin about casualties.
CACOs are ready to notify next of kin within eight hours of learning about a reportable casualty; however, notification may be delayed by any of several factors, including inaccurate addresses or next of kin absence from the home.
Currently, the Marine Corps has more than 1,000 trained CACOs standing by at bases, stations and reserve centers in case of casualties, said Robert Wagner, director of the Casualty Section, part of the Personnel and Family Readiness Division, Manpower and Reserve Affairs at Headquarters Marine Corps.

The rural north was under the control of the Cacos, a rebel movement that adopted its name from the cry of a native bird.
Although widely portrayed as a group of murderous bandits, the Cacos were essentially nationalists, and were attempting to resist the control of France, the U.S, and the small minority of mulattos who dominated the economy.
Nevertheless, the Caco rebellion continued for years, even after occupation forces turned their attention to road-building and other projects.
