Essentially Lopes believed that HCB should have opened the dam floodgates much earlier, when there was no danger of causing a flood on the Zambezi, in order to provide more space in the dam lake.
Thus, at the peak of the rainy season, when water was pouring into the Zambezi from major tributaries such as the Shire and Revobue, HCB would have been under less pressure to increase its discharges, since there would have been plenty of space in the lake to store the water entering from Zambia and Zimbabwe.
The arguments about river flows and the level of the Cahora Bassa lake are technical, which did not stop Mussa from claiming that HCB had been negligent.

The Portuguese government, as owner of Hidro-electrica De Cahora Bassa (HCB), which controls Mozambique's Cahora Bassa hydropower plant, is in a difficult position in trying to negotiate a favourable tariff deal with Eskom.
Eskom is the only major buyer of Cahora Bassa power, and with 5000MW surplus generating capacity and contractual access to a further 450MW from Cahora Bassa, the SA utility can decide the terms on which to do business.
With or without Cahora Bassa, Eskom evidently has sufficient power "on tap" to meet the 450MW demands of the first phase of Alusaf's planned Mozal aluminium smelter at Maputo, due to be launched by early 1998.

The construction of the dam is expected to cost US Dollar 1.3 billion, and to get this money the government has tendered the construction of the dam, which is expected to be operational by 2007.

MAPUTO, December 29 -- The final agreement between the Mozambican and Portuguese governments on the Cahora Bassa dam, under which majority ownership of the dam operating company, HCB, will pass into Mozambican hands, will be signed here in January, Mozambican energy minister Salvador Namburete said.
Namburete told the state-run news agency, AIM, on Wednesday that the agreement could not be signed this month as planned due to technical difficulties.
Cahora Bassa is the largest dam in southern Africa, and its turbines can generate 2,075 megawatts.

Discharges from the Cahora Bassa dam on the Zambezi, in the central Mozambican province of Tete, were reduced to 1,500 cubic metres a second on Tuesday, the minimum required to generate electricity, according to the latest bulletin from the National Water Board (DNA) on the state of the country's rivers.
The reduction in the flow of water released from the dam - which was 2,401.6 cubic metres a second on Saturday - was made possible by a decline in the amount of water entering Cahora Bassa lake from further upstream.
The reduced flow from the dam will be welcome news for the residents of the lower Zambezi valley where a significant flood is already in progress.
