The inhabitants of Biliran primarily speak Cebuano and Waray.
Biliran, together with the islands of Samar and Leyte were constituted into a separate province in 1735.

Lierma recalled that on August 21, 1995, or four (4) days after the incident, he executed an affidavit before the police of Caibiran to the effect that he was out at sea fishing on the night of the crime, when a pumpboat with 3 persons came alongside his boat.

The identification of the ten barangays came out as a result during the 2nd Municipal Inter-Barangay Forum held on June 17, 2005 wherein prioritized barangays in the municipality of Caibiran were evaluated as to the completeness of documents for their proposed sub-projects and were finally ranked for funding.
The prioritized barangays are given grant of 70% of the total sub-project cost of each barangay in which the total amount of the municipal grant is P5,100,000.00.
