  World Wide Words: Caitiff
It came through French from Latin captivum, with the same sense (captive comes from the same Latin word by a later re-borrowing, again through French, so it and caitiff make a doublet).
As captives were not in the best of circumstances, caitiff began to mean a wretched or miserable person.
Chaucer uses it several times in the Canterbury Tales, as in the Knight’s Tale: “And now I am so caitiff and so thrall / That he that is my mortal enemy / I serve him as his squier poorely”.

The Caitiff are mentioned throughout all the Vampire source materials as being the clanless Kindred; further, it is said that they are of weak blood.
Caitiff who are of a single clan bloodline should choose the disciplines of that clan.
Caitiff descended of other Caitiff can also choose any disciplines they like, with one caveat: those disciplines should be chosen from among the disciplines of the Caitiff's sire.

Caitiff, however, have no such distinguishing marks--Caitiff descended from Nosferatu, for example, may be ugly, but rarely do they show the full-blown monstrosity of their vampiric ancestors.
Thus it goes for other Caitiff, ones embraced by Malkavians may be a little quirky but not necessarily prey to full blown derangements, ones embraced by Ventrue may have a feeding preference but not full blown prey exclusions, and so on.
While Caitiff are spread across the spectrum of mental, social and physical capabilities, those who survive the longest often have Mental or Physical as their Primary.

Caitiff - Wikipedia, the free encyclopedia
The Caitiff are clanless vampires, holding no real power as a group, though the Sabbat's Caitiff are treated as a clan called the Panders, a title deriving from the name of a politically powerful Caitiff.
Most Caitiff are outcasts and sometimes might find themselves on a Tzimisce's dissection table if they don't make themselves useful to the Sabbat.
The word Caitiff refers to a contemptible or cowardly person, and is an archaic French word derived from the Latin word captivus, meaning a captive or prisoner.

The Caitiff of Chicago: An Overview
Despite this, the Caitiff were tolerated in Chicago to an unusual degree; in fact, one Caitiff, Maldavis, actually managed to organize the Caitiff and pose a credible threat to Prince Lodin's reign.
A good number of the Caitiff were slaughtered by the Sabbat, and several were forcibly converted to the Sabbat cause, but other Caitiff came into Chicago to fight for the Camarilla.
If truth be told, after Chicago was taken by the Camarilla, the Caitiff were one of the smallest groups in town, although the small handful of Caitiff in town did hold positions of power and were rarely equated with the Anarchs Caitiff that once resided in Chicago.

Most new caitiff have a grace period of about a week to ten days before their hunger will drive them to the madness of frenzy, half that if they encounter a bleeding person or animal during their nightly explorations.
Speaking of animals, it may be that your character refuses to drink human blood and spends her nights in a painful state of subsistent hunger, since while a vampire can exist on animal vitae, it is hardly nourishing enough to replace human blood, and never gives her the full benefit she needs.
It is much more common for Caitiff Disciplines to once again be dictated by the popular fiction in which she believes, although this can become somewhat difficult for both the Player and the Storyteller to accommodate.

The Caitiff are growing in number, and as their number grows the danger they present to Kindred grows - they endanger the Masquerade, take up valuable resources of blood, and are an increasingly uncontrollable force in many cities.
There is no organization of Caitiff outside of the Sabbat (who acknowledge them as a Clan in their own right - yet another sign of their degeneration from the Camarilla perspective), and so Caitiff are pretty much on their own.
Throughout most of the Camarilla killing a Caitiff is a bit like killing a mad dog - not something you want to be doing, something you'd prefer someone else did on your behalf, but no big issue really, and better in the long run for everyone.

Character Creation: A Caitiff's traits should be determined mostly by what he was in his mortal life (even though more than a few have no memory of their mortal life).
In fact, there is no known reason that Caitiff are created, so its entirely possible that all Caitiff were Embraced by members of one of the five Clans and then disowned when their nature was discovered.
Now the bonds of family are much looser, and I can't see the Kindred crushing a Caitiff under their heel simply on virtue of the fact that they're clanless, especially when two of the most famous (or infamous) vampires ever to be remembered in their history were admittedly clanless themselves.
