The territory's main population was made up of hundreds of tribes of the Chibchan and "Karib", currently known as the Caribbean people, whom the Spaniards conquered through warfare, while resulting disease, exploitation, and the conquest itself caused a tremendous demographic reduction among the indigenous.
However department governors, mayors of cities and towns and other executive branch officials are only elected for a three year term, and cannot be reelected.
On May 28, 2006, president Álvaro Uribe Vélez was reelected by a vote of 62%, against 22% for Carlos Gaviria Díaz of the Democratic Pole, and 12% for Horacio Serpa Uribe of the Liberal Party.

I think it will be wise to place a note that indicates that the true proportions of these flags could be 1:2 also.
Caldas Department is divided into Districts ("Distrito" in Spanish) that have the same definition of "Province" in other Departments.

In the southwestern department of Narino, some 3,000 campesinos from rural areas of Barbacoas, Roberto Payan and Magui Payan municipalities marched in the town center of Barbacoas on Oct. 12 to demand drinking water services and alternatives to illegal drug crops.
On Oct. 12 in Corinto municipality, in the southern department of Cauca, riot police and army troops used tear gas and firearms against campesinos who were protesting on the road that leads from Miranda municipality.

LIBARDO RENGIFO, agrarian leader of the municipality of Palestina, department of Caldas, was attacked on Saturday, April 29, when a gunman shot him five times in the back; he was taken to Hospital Universitario in Manizales, where he died on Tuesday, May 2.
RUBEN DARIO ULLOA ULLOA, a teacher and member of the Caldas Teachers Union (EDUCAL) and working in the municipality of Risaralda, Department of Caldas, was murdered by hired gunmen in the municipality of Virginia, department of Risaralda, on February 24.
In the municipality of Apartado, Department of Antioquia, DIONISIO BOLIVAR, a banana worker on the El Congo plantation and a member of SINTRAINAGRO, was assaulted by gunmen on Tuesday, March 13, and died on Wednesday, March 14.

On March 1 in the northern department of Sucre, Zenú leader Ubaldo Rafael Márquez Márquez was murdered, presumably by paramilitaries.
The Regional Indigenous Council of Caldas (CRIDEC) reported that two indigenous people from the San Lorenzo and Cañomomo Lomaprieta reservations were murdered and one was wounded on March 5, presumably by paramilitaries.
