According to Aichinger, if all business is concentrated in the city, such as Natchitoches, it is the parish that suffers since rural citizens drive to town, purchase goods and services and pay a city tax, but the parish normally receives little if any of the revenue.
On the other hand, as is the case in Caldwell Parish, business is relocating to the parish, not the city.
To remedy this situation, Aichinger strongly recommends that some form of revenue sharing be implemented for the financial and social health of both the parish and the city government.
