However, by 1846 Seneca was a village with only 140 residents, a saw mill on both banks, a grist mill, a wool carding mill, a sash and door factory, a Methodist church, a log schoolhouse, a chair factory and a physician.
The population declined as residents were moving to the Caledonia village.

The Caledonia Village Board, by 4 to 0 vote, approved a resolution on February 8 to terminate the employment of David Witherspoon from the Village of Caledonia Police Department.
Caledonia Police Officer David Witherspoon, currently the subject of a criminal investigation, was suspended by the Village in late August 2004 but remains on the payroll pending a Civil Service hearing (per NY State Law), that is scheduled to take place later this month.
Caledonia Mayor Dean Manley says the Caledonia Police Department’s officers are doing a fine job of pulling together in the wake of the shocking suspension of Officer David Witherspoon, allegedly charged by the New York State Police with having provided alcohol to an 18 year old female.

New York divided the area into four counties: Bennington and Charlotte counties on the west, and Cumberland and Gloucester counties of the east side of the Green Mountains.
On November 5, 1792, Caledonia County was incorporated from Orange County, including all that part of Vermont north of that county, and extending so far west as to include Montpelier and adjacent towns, however, the Caledonia County was not fully organized until November 8, 1796, when Danville was made the shire town.
