California English is a dialect of the English language spoken in the U.S. state of California.
California's status as a relatively young state is significant in that it has not had centuries for regional patterns to emerge and grow (compared to, say, some East Coast or Southern dialects).
Chicano English is a native variety of English marked by a historical and current Spanish substratum (whether or not the speakers in question speak Spanish).

California is held as the birthplace of both modern liberal and conservative movements in US politics, despite the culturally liberal presence is strongly felt in California while the country is in a socially conservative mood in the 2000s.

Students who are still learning English in grades 4 through 6 risk falling behind in school by failing to master the skills needed for success in middle and high school.
Students who are new to public education in California (such as kindergarteners and students moving to California during the school year), or students new to a district for whom no previous CELDT results are available, take the CELDT as part of the student's "initial" assessment.
This is because students who are still learning English in grades 4, 5, and 6 risk falling behind in academic proficiency and failing to master the skills needed for success in middle and high school.

Statewide test results show more non-English-speaking students are learning the language each year in California public schools, a promising trend that educators say is chipping away at one of the biggest challenges they face.
Of the 1.3 million students who took the California English Language Development Test, 47 percent scored at "early advanced or advanced" in 2004, compared with 43 percent in 2003.
California has had only a slight increase in the percentage of students reclassified as fluent by their school districts: from 7.7 percent in 2003 to 8.3 percent in 2004.

First, many English learners in California are handicapped by their lack of access to native English speakers, who serve as language "role models." Second, most English learners in California come from low-income homes, so high concentrations of English learners also means many English learners attend low-income schools, a significant disadvantage.
Although 85 percent of California's English learners speak one language–Spanish–most schools in the state serve a number of language groups.
Second, the allocation of resources to schools should be based on more than simply the number of English learners, but should consider the concentration and language backgrounds of the English learners in the schools, since these factors also influence the opportunities and constraints that exist in meeting the needs of English learners.

They said: "We want English to be the official language of California." Proposition 63 amended the California Constitution with 74% of the vote--the largest vote on a citizen-sponsored initiative in the history of the State of California.
Under the provisions of prop 63, the legislature was instructed to develop policies to implement English as the official state language.
