The California Highway Patrol (CHP) is the state police force of California, originally a highway patrol agency created in 1929 to ensure road safety in California, it assumed greater responsibility as time went on.
Its officers enforce the provisions of the California Vehicle Code (especially the prohibition on speeding), pursue fugitives spotted on the highways, and attend to all significant obstructions.
The darkest day in the patrol's history was April 6, 1970, when four CHP officers were ambushed and gunned down in less than five minutes in Newhall, California.

Based on this competent objective evidence the California Highway Patrol was and is entitled to cite motorcycle drivers and passengers who wear the E & R fiberglass beanie on the highways for violation of CVC Section 27803 which prohibits the use of helmets not meeting FMVSS 218.
The CHP is empowered to enforce all laws regulating the operation of vehicles and the use of the highways.

 CHP Patrol Car Radio History
CHP Chief E. Raymond Cato approved a number of early radio experiments in the summer of 1931 to evaluate the feasibility of dispatching patrols by radio, with favorable results, however it was not until some years later that radio equipment was formally and uniformly placed into most of the patrol's fleet.
The first base station transmitters for the CHP were home made by George Moynahan, amateur radio operator W6AXT, who was the son of the deputy chief of the highway patrol at that time, and by Communications Division employees Tom Oates, Jim Allen, Marv Carmin and several others.
The CHP never used AM transmitters in any of their vehicles; the first mobile transmitters were FM and the system performance was significantly better than the AM systems in use by other law enforcement agencies at the time.

Settling a class-action lawsuit accusing it of targeting minority drivers, the California Highway Patrol agreed Thursday to unprecedented restrictions designed to ensure that traffic stops are made on the basis of wrongdoing, not race.
The CHP banned consent searches in April 2001, the first law enforcement agency in the nation to do so, after its own study showed that Latinos were three times as likely as whites to be pulled over in central California, while African Americans were twice as likely as whites to be stopped.
The settlement will extend the ban for three years, making the CHP the first agency in the United States to be bound by a court order against consent searches, lawyers in the case said.

As in the patrol cars, since 1996 there is a mobile extender (repeater) which operates on 154.905 MHz and relays the transmissions occurring on the 42 MHz CHP system to a VHF highband hand-held radio carried by the officer.
At the present time (August 2001), the CHP is using Bearcat 760 mobile scanners, usually mounted on the end of the metal console underneath the laptop computer mount.
Not all patrol cars have light bars on the roof, some just have the red spotlight alone or a red light mounted inside at the upper edge of the windshield, with rectangular blue/yellow lights mounted on the rear package shelf.

The CHP maintains a fleet of approximately 600 motorcycles, most of which are BMWs, the only authority motorcycle equipped with antilock brakes.
Last year, the California Department of General Services purchased 187 BMW authority motorcycles for the CHP, which maintains a fleet of approximately 415 motorcycles throughout 35 locations in the state.
The announcement of the agreement with the California Highway Patrol comes on the heels of a recent purchase of twelve BMW police motorcycles by the Oregon State Police.

M: So you're probably aware that the Highway Patrol did have an injunction on file several years ago for issuing citations on helmets when we could not prove that the party stopped and cited had knowledge that they weren't wearing a valid or approved DOT Federally approved helmet.
Well, your theory may be correct, except for the first year of the helmet law in California, death by neck injuries went up 800% for motorcyclists.

He had contacted dispatch to report he was pursuing the vehicle, but failed to respond when dispatchers requested additional description of the vehicle.
