Although there are currently no session limits in the California state legislature, lifetime term limits of 3 terms (or 6 years) in the Assembly and 2 terms (or 8 years) in the Senate were enacted in 1990.
The state legislature is both the most professionalized and arguably the "sickest" of the fifty states.
Therefore, while it is indeed true that California's legislature is riddled with partisan conflict, it is not necessarily true that all of this conflict can be attributed to professionalization alone.

The Judicial Council argues that as it and the Legislature both derive their powers from the state Constitution, the two institutions are coequals.
Tucker of the California Judicial Council's interpretation of VC 40303.5 sub-section (d), my read of it only serves to prove that 27151 is clearly a correctable violation.
If the Legislature didn't want 27151 to be correctable, I'm certain they would have written it that way or amended it over the subsequent 30 odd years.

This bill would require that school buses manufactured on or after January 1, 2002, and purchased or leased for use in California have a ‘‘passenger restraint system,’’ as specified, at all designated seating positions, unless specifically prohibited by the National Highway Transportation Safety Administration.
The information recorded pursuant to this subdivision shall remain on file at the district or county office, or at the school, for one year from the date of the instruction, and shall be subject to inspection by the Department of the California Highway Patrol.
(d) It is the intent of the Legislature that, in implementing this section, school pupil transportation providers work to prioritize the allocation of school buses purchased, leased, or contracted for after January 1, 2002, to ensure that elementary-level school bus passengers receive first priority for new school buses whenever feasible.

In an effort to narrow the nearly $40 billion budget deficit, the California legislature did not include the MIC in the budget, opting instead for the $350 - $450 million in estimated additional tax revenue annually.
Despite Governor Davis' recent public support for the MIC as a valuable tool to bring California out of recession, he is expected to sign the new budget, allowing the MIC to expire at the end of the year.
Taxpayers should be advised that the credit is still available for open periods through the end of the year and any planned purchases of qualifying property should be made prior to the calendar year end in order to receive credit.

The California Supreme Court will hear oral arguments on May 25 concerning the question whether San Francisco Mayor Gavin Newsom had legal authority to ignore state statutes he believes are unconstitutional when he directed the issuance of same-sex licenses earlier this year.
And now the California legislature is beginning to weigh in; a few weeks ago, the Judiciary Committee of the California Assembly approved, by a vote of 8-3, a bill proposed by Assemblyman Mark Leno that would amend various California statutes to permit the state to issue marriage licenses to same-sex couples.
While California need not recognize same-sex marriages if it doesn't want to, California may not be able to recognize such marriages internally and refuse to recognize them simply because they are entered into in Massachusetts.
