  Official Questions the Math Behind California's Energy Bond Issue
To hear California's state controller tell it, the problem with the state's plans for a $13.4 billion bond sale, the largest in history, is that the math does not add up.
By September, Controller Kathleen Connell calculates, even before the bonds are sold, the state's general fund will have spent $8 billion buying electricity on behalf of utilities so short of cash that power producers refuse to do business with them.
California's energy crisis may be easing — electricity prices have come down; conservation has helped stave off a predicted wave of flouts; the first big power plant built in the state since 1988 has just been switched on — but Wall Street remains focused on the negatives.

Leaders of the state's tech economy told the New York Times in a story last week that they don't expect their sector, increasingly important to California, to recover until perhaps the end of 2003.
However, both the new and existing ratings were given a negative outlook based on the state's economy, which appears to be lagging behind the national economy to a greater extent that was thought earlier in the year.
The state's rating was originally placed on CreditWatch on March 19 because of the budget deficit, caused by lowered revenues due to the national and state economic slowdown.

Born in Arcadia, California, Westly received a A.B. in history from Stanford University in 1978.
He then joined the California Public Utilities Commission for one year and then served as Northern Treasurer of the California Democratic Party (1981-1983) before returning to Stanford to pursue his M.B.A., after which he entered the private sector.
Westly ran for California State Controller in 2002 against State Senator Tom McClintock and won by a margin of 22,730 votes (out of 7,258,758 votes cast).

It is time for taxpayers, as shareholders in the state of California, to demand the fiduciary responsibility that is required of any corporate director.
If the state misses this opportunity to ask the right questions of its leaders and candidates and allows a continuation of the same pattern of deferral and denial, the problem will worsen and next year's budget crisis will make this one look like a picnic.

State Senate GOP leader Jim Brulte and Assembly Republican leader Dave Cox said in a letter to Davis that putting the two on the state payroll "undermines the assertions you have made both publicly and privately throughout the crisis."
