When constructed in the 1950s and 1960s, it was designated U.S. Highway 395, but has since been re-signed as Interstate 215 in its northern portions, Interstate 15 in all but the last few miles of its southern portions, and California State Highway 15 at its terminus.

Note: A list of state highways as of 12/31/1924 indicates that of the 1924 milage of LRN 11 (the US 50 portion), 48 miles were authorized by legislative acts, 46 miles in the first bond act of 1909, and 10 miles in the third bond act of 1919.
In 1969, Route 103 (LRN 283, defined in 1959) was renumbered as Route 15, and former Route 15 was renumbered as Route 163.
The portion of Route 71 from Route 15 (present-day I-215) to Route 91 and former Route 31, from Route 15 (present-day I-215) to Route 91, was transferred to Route 15.

 1964 California Highway Renumbering
Their reasoning is that state highways are now built to the same standards as have been required for US highways and therefore as easily recognized.
Policy #3 of their Interstate Highway Sign Policy states: "That there will be no Interstate route bearing the same number designation as a U.S. Numbered Route in any State." This is why there is no I-50 or I-60 since both of these routes would go through the same states as US 50 and US 60.
California is unique since it takes up almost two-thirds the length of the west coast and therefore many of the termini of transcontinental routes.
