Some contract awards will be delayed, and state transportation officials warn that without passage of a state budget, many of the state’s 615 highway projects could grind to a halt.
The agency warned contractors it would be forced to start suspending payments July 20 because the state highway account is running short of cash, and Caltrans cannot get an emergency loan from the state general fund until a budget is approved.
