In 1974, the maximum speed limit allowed on interstate highways (along with all others in the country) was reduced to 55 mph (90 km/h) as a gasoline conservation measure in response to the 1973 energy crisis.
Many states, such as California and Virginia, maintain several different limits - within Los Angeles, most interstates are limited to 55 mph within the city, and 65 mph for most of the suburban highway stretches, and up to 70 mph throughout the desert and farmland rural stretches of the state.
In most states, the exit numbers correspond to the mileage markers on the Interstates (with the lone exception being I-19 in Arizona, whose length is measured in kilometers instead of miles).

California State Route 58 - Wikipedia, the free encyclopedia
State Route 58 is an east-west highway across the southern San Joaquin Valley, the Tehachapi Mountains, which borders the southern Sierra Nevada, and the Mojave Desert between its western terminus near Santa Margarita, California (junction U.S. Route 101) and Barstow, California (junction Interstate 15).
California has long sought federal funds for an extension of Interstate 40 west of Barstow; any such extension would use the general path of Route 58, if not existing highway, as far west at least as Bakersfield, whose rapid growth has made it a significant generator of traffic in its own right.
West of Bakersfield, Route 58 incorporated the route of California State Highway 178.
