As a freeway, California 91 is one of the busiest highways in Southern California, ferrying commuters between the Inland Empire and the southern portion of the Los Angeles Basin and Orange County.
California 91 continues northeast to serve the city of Riverside, founded in 1870 and home to 259,738 people, grew in population by 14.7% between 1990 and 2000.
California 71 is currently under construction for expansion to full freeway standards between California 91 and Interstate 210, and this reminds motorists of restrictions along the highway as a result of the construction.

Highway systems that are regularly underutilized at some locations are a waste of public resources, while those that are seriously overcrowded at rush hour are inconvenient and frustrating to citizens and costly to businesses.
Thus variable pricing of highway use contributes to the efficiency of the system to the benefit of all users, including those who choose to drive gas-guzzlers or to use the roads at the peak periods and are willing to pay for their choices.
California should consider using a portion of its vehicle license fee (VLF) as a highway user fee, to be returned to county governments for the funding of highway programs, including the mitigation of environmental impacts of highways and automobiles.

The portion between Route 39 and Route 91 was defined in 1933; the remainder in 1959.
The relinquished former portions of Route 91 in the Cities of Gardena, Torrance, Lawndale, Redondo Beach, Manhattan Beach, and Hermosa Beach are not a state highway and are not eligible for adoption [as a state highway].
In 1999, the state was permitted to relinquish the portion of Route 91 between Route 107 and Route 1 to the Cities of Hermosa Beach, Lawndale, Manhattan Beach, and Redondo Beach if the cities agree to accept it and the California Highway Commission approves (AB 1650, Ch 724, 10/10/99).

The discovery of gold in California and its attendant population influx aroused public attention to the importance of improving communication with the Pacific coast.
Ed Fletcher treated the State Highway Commission to a tour of the route from San Diego to Phoenix after completion of the wooden highway and won approval of the route as a part of the state highway system.
California’s Highway Commission sought federal aid for the state’s highway projects during January, 1918, but the war in Europe had contracted national funds to include only those projects deemed military necessities.
