This occasionally becomes significant, as the California Constitution provides that all the powers of the governor fall to the lieutenant governor whenever the governor is not in the State of California, with the lieutenant governor often signing or vetoing legislation, or making political appointments, whenever the governor leaves the state.

S.F. Exempts from state individual income tax death benefits received as a result of the death of a member of the United States armed forces which occurred in or as a result of terroristic or military action.
Allows state employees and retirees who are called to military service in times of active armed warfare to retain life insurance benefits for the entire duration of deployment, subject to the terms and conditions of any life insurance policy in place.
H.B. Requires military department to pay life insurance premiums for national guard members on active duty overseas; allows premiums to be paid on policies obtained through a federal program and worth up to $250,000; appropriates funds for fiscal year 2005-2006 and fiscal years thereafter to fund payment of premiums.

For many California National Guardsmen it was the only medal they earned over their long careers in the Military service of the State.
History: This award, the oldest of all medals awarded for longevity by any of the various states, was first authorized by the state legislature on March 20, 1889 (preceding the Massachusetts service medal by one year).
It is believed the 25-year bar was awarded in early 1917 just prior to Federal Activation of the California Naval Militia for World War I. This medal, which is part of a group, was bought from the recipient’s grandson in April of 2000.

State Military Reserve, once known for lawlessness, takes on duties that were once the National Guard's domain.
In 1989, the volunteer militia's California wing was nearly mothballed after state legislators, including Rep. Maxine Waters, D-Los Angeles, found battalions had secretly staged riot maneuvers and war games, recruited neo-Nazis and drafted plans instructing members to, among other things, spy on perceived domestic enemies.
Such unpaid activities saved the state $4.5 million in labor over the past three years and spurred a current SMR recruiting goal of quadrupling its ranks by June to 2,000 - although half that number is probably achievable, Egeler said.
