States and localities were able to build the five toll road projects without using their highway capital improvement program funding as originally planned--as a result, these governments were able to conserve resources such as federal grants and state tax revenues.
State, local, and federal officials with whom we spoke characterized these projects as needed and worthy but as projects that the state and local governments were either unable or unwilling to undertake for some time because of resource constraints.
In California, billing and accounting systems had to be established on the SR 125 project to ensure that the state was properly reimbursed for property acquisition and other work it did on behalf of the private consortium and that public and privately funded segments of the project were kept separate.

Currently, construction is underway to extend Route 125 from Route 54 south to State Route 905 and State Route 11 in Otay Mesa near the U.S.–Mexico border.
Route 125 was originally planned to continue north through East Miramar to Poway to connect with State Route 56 and Select Arterial 680 but Poway successfully blocked that by insisting CalTrans upgrade State Route 67 instead.
