Camp John Hay, nestled 5,000 feet in the mountains of Baguio City, used to be the premier rest and recreation center of U.S. forces in the Philippines.
The Independent Baguio Alliance (IBA), a local political group opposed to the conversion of John Hay as a tourism estate, said the John Hay project is anomalous and borders on cronyism.

Fil-Estate chairman Robert John Sobrepeña, president of the Camp John Hay Development Corp. (CJHDevco), filed the case before the Philippine Dispute Resolution Center (PDRC), a government arbitration body that enforces contracts.
Sobrepeña said the Bases Conversion Development Authority deceived them into bidding for the development of 264 hectares of Camp John Hay in 1996, using tax incentives which the Supreme Court described in a March ruling as inapplicable to the Camp John Hay special economic zone.
